 Client Information

F4J-CS is a small consulting company (Private Limited Company), based in Ramallah, that works in youth development, training, and employment services. The company is seeking a firm-level to provide Branding, Website and Social Media Services that meet the specifications stated in the Services section's description (Annex A) and as per the below terms and conditions.

Delivery and Submission

Offers must be submitted electronically via email, no later than the date listed above, to: [email protected].
Request for Quotation shall be stamped and signed by the bidder.
Please send questions regarding this RFQ to the same emails above, with “Questions: Branding, Website and Social Media Services” in the subject line.
Please reference (Branding, Website and Social Media Services) in any response to this RFQ. Offers received after the specified deadline will be considered late and will be considered only at the discretion of F4J-CS.

Pricing and Quotations

This RFQ comprises three fundamental components. Bidders can submit proposals to any of the three components and are required to provide separate pricing for each of the submitted components. F4J-CS reserves the right to split the components award to multiple providers, if it chooses to do so.
All quotations must be in a detailed breakdown of cost in USD and shall include all reasonable, allocable, and allowable costs that may be incurred by the service providers to deliver such service.
Please note and explain all exceptions to the RFQ specifications.
Offers must remain valid for not less than 90 days after the offer deadline.
Service providers are requested to provide quotations on official letterhead or format.

Evaluation and Award

This is a Request for Quotations only. Issuance of this RFQ does not in any way oblige F4J-CS to make an award or pay for costs incurred by potential service Providers in the preparation and submission of an offer.
The award will be given to a responsible service provider whose offer follows the RFQ instructions, conforms to specifications, and is judged to be the best value offered.
If there are significant deficiencies in responding to the RFQ requirements, an offer may be deemed “non-responsive” and disqualified. F4J-CS reserves the right to waive immaterial deficiencies at its discretion.
F4J-CS reserves the right to negotiate with and/or request clarifications and/or revised offers from any service provider prior to the award.
F4J-CS may cancel this RFQ at any time.

Other Mandatory Requirements

Provide a certified copy of the business registration (company/organization)
Provide a copy of valid Deduction at Source.
Company profile and samples of similar work.
 
Annex A: Description of Services under Quotation

First Component: Branding Guidelines and materials

Refreshing the brand identity to better reflect the company's values and vision, and redevelopment of the current branding guideline, if needed, including redesign of all brand elements, including:

Review and analysis of existing branding guidelines and materials.
The logo, secondary logos, and icons.
Color palette: primary and secondary colors.
Typography: font styles, sizes, and spacing.
PowerPoint’s design template.
Creation or revision of the branding materials such as: Business Cards, letterhead, Flyers, Booklets, Brochures, etc.
Integration of branding guidelines into digital platforms (website, social media, etc.).

Second Component: Website design & development

With F4J-CS staff, assess the needs of the company and the DIB project for the website and reflect these needs and requirements in a short “specification document” including determining potential audience and stakeholders and design the website accordingly. This will serve as the basis for the design of the website and must be agreed by the F4J-CS team first.

Provide F4J-CS with a hosting package (keeping the current name and domain name). The hosting offer and its cost should be specified clearly and separately in the technical and financial offer.

Create an interactive and dynamic website, which is user-friendly, visually appealing, and with a consistent interface, as well as quick loading, uploading, and downloading function.

The website must be highly secure, with ease in accessibility, maintenance/update, and easy to add new content or create new subpages by company staff.

The languages of the website will be English, and Arabic. English will be the basis for the website development, some of the pages will be presented in Arabic as well.

Create sub-pages for F4J-CS such as: About us, contact us, news, service providers programs, publications (reports, case studies, etc.), video gallery (videos, interviews, etc.), etc. The vendor will also:

Establish linkages between SPs summary subpages and SPs websites through hyperlinks.

Customization of content for web publishing, including content review and editing.

Ensure the compatibility of the design with major browsers (Firefox, Chrome, IE), and integrate a search function. Additionally, the website display should be compatible with other devices (e.g. smart phones, tablets, etc.)

Publish the website on the webhosting space and test the website performance for any errors or flaws before publishing to the public.

The administrator of the control panel (company staff) should have access to website visitors’ demographics and geographic analysis.

Maintain the website and undertake the necessary updates and bug fixes during the duration of the contract. The maintenance offer should be specified clearly and separately in the technical and financial offer, alongside the hosting offer.

Train relevant F4J-CS staff to technically master the use and maintenance of the new website, and how to feed new data on the control panel.

Third Component: Social media Platforms development & management

Assess the current state of the company’s social media presence, including audience demographics, which platforms are the most suitable for them, and any existing challenges or opportunities and then agree the objectives of the social media development and management. This should be reflected in a short plan on how to implement this. The plan must clearly show how it will:

Increase brand awareness and visibility.

Help determine target audience and create content to target them.

The vendor will:

Manage all Social Media accounts for the company, including Facebook, LinkedIn, YouTube, and whatever other platforms it determines are needed, and monitor and analyze their performance to increase traffic and current followers/ subscribers.
Develop -with support from F4J-CS- meaningful content and its calendars, outlining the frequency and types of posts for each platform on an annual basis. The company expects minimum-frequency and high-quality content calendar.
Performance tracking and reporting to company’s management, including key metrics such as reach, engagement, and conversion rates.
