Background
The Visual Arts Forum (VAF), is a leading Palestinian institution in the field of culture and Visual Arts, which aims to promote community development in the arts sector for youth and children; in marginalized and culturally deprived Palestinian communities all across the West Bank and East Jerusalem. The forum was established in 2002 as a non-profit organization and focuses on the empowerment of young people in culture and community leadership through visual arts, the use of art in the psychosocial support of children in marginalized villages, the fight against violence in schools and promoting economic empowerment opportunities by creating job opportunities in the visual arts field. Through its programs, the Forum empowers schoolteachers, young artists, and children to further develop their skills and allows for the growth of free expression.
Since its establishment until the year 2013, VAF has been active in terms of fulfilling its mission and vision through a range of programs and activities, however, between 2014-2016 the forum was not functional and all programs and activities were suspended. In 2016, the forum was equipped with a new lifeline and a new location within the Ramallah Municipality Recreational Center. VAF’s 2018 – 2020 current Strategic Plan ends by the end of this year, thus VAF is expected to develop its 2021 – 2023 Strategic Plan setting the long term direction of its vision, mission, objectives, programs and execution plans.
Main Objective
Youth Economic Empowerment through Arts, is one of VAF’s leading projects, funded by DROSOS FOUNDATION. It is a 30-months project, targeting 80 direct unemployed youth and beneficiaries. The project includes capacity building trainings in three main fields: Animation, Illustration and Psycho-social support. Each participant can enroll in one training only, based on his/her academic background, interest and experience and the required selection criteria.
The project aims to develop the necessary skills in the abovementioned fields of fresh graduates and unemployed youth and prepare them to enter the job market either as freelancers or as employees in the local and international markets.
After the end of each training, the participants will be given a business development course to help them further develop their projects and develop their business plans for their future projects, entrepreneurship, and freelancing opportunities.
Scope of work and Time Schedule
- The Visual Arts Forum is seeking to hire a consultant, team of consultants, or a consultancy firm to provide a 25-day training for around 30 trainees in the fields of Business Development, Freelancing, and online freelancing for animators in specific and digital arts in general. The 25- day training will be distributed over: 5 days for theoretical sessions and 20 days aiming to complete the preceding phase for each participant including business plans, feasibility studies, market research, costing and pricing, etc., for the participant’s projects/startups and freelancing opportunities (locally and internationally). The whole training will be carried out within 40 workind days.
Consultant responsibilities
- Designing a training package to address their respective business development and financial management needs in the tow topics: startup businesses and online freelancing
- Planning and executing the designed training package to improve trainees’ skills in business development, business planning, ability to access financing opportunities, and online freelancing, among others;
- Provide hands-on training where the participant gets the opportunity to learn by doing, by the end of the training every participant should have a business plan including feasibility study and financial projection, have created an account on one of the online freelancing platforms, completed their profile, and submitted at least one bid.
- Following up with each trainee through coaching and mentoring to strengthen learning acquired during the training;
- A final report that includes analysis about the participant’s performance during the training, the development they achieved, and recommendations to VAF.
Deliverables:
- Assessment of the training needs of each participant in collaboration with the animation and digital art consultants.
- Design of a training package that defines and meets the training and growth needs of each participant in the required topics.
- Design and submission of a clear set of goals and objectives, deliverables, and methodology (including findings from the assessment and a sound mix of theory and practice) before the actual training begins.
- Development of a viable investment and follow-up plan for each trainee that will increase profitability, basic bookkeeping, internal control, human resource planning and management, cash flow analysis and planning, negotiation enhancement, and customer service - selling and networking skills;
- Provision of an overview of financing options available among the different donors and financing firms;
- Development of a manual that highlights basic knowledge and skills required to seek funding from local and international partners, donors, the private sector etc.;
- A follow-up plan and coaching with each participant at his/her respective business/project, online profile to ensure implementation of action plans, adjustment of approaches if necessary;
- Submission of a final report and recommendation to VAF.
- Submit a developed work/implementation plan of the stated deliverables.
Qualifications and Experience
- Relevant experience and knowledge in digital arts and the local and international market demand is a plus.
- At least 10 years’ experience in the business development field and successful development approaches in art is an added value.
- Proven experience in supporting entrepreneurs in developing business plans.
- Proven experience in providing training, coaching, and support to online freelancers.
- Proven experience in training and capacity building.
- Strong interpersonal skills and the ability to work effectively with stakeholder
- Ability to deliver quality reports in alignment with deadlines
- In-depth knowledge of the Palestinian Culture Sector and the needs of the visual arts sector in general and digital art and animation specifically
- Excellent facilitation and coordination skills.

- CV with a full description of the applicant's profile and experience (examples of prepared plans)
- The Technical proposal: outlining the methodology and preliminary approach and the suggested proposal (work plan) for executing the assignment concerning the TOR.
- The Financial proposal: outlining the level of effort and the total budget of the assignments in USD currency.
