Background

About the Jerusalem Human Rights Consortium (JHRC)

The Jerusalem Human Rights Consortium (JHRC) is a consortium of four leading Palestinian human rights organizations native in Jerusalem – The Jerusalem Legal Aid and Human Rights Centre (JLAC), The Land Research Centre (LRC), The Saints Yves Association (St Yves) and the Women’s Centre for legal Aid and Counselling (WCLAC).

The consortium has started the implementation of the project Protecting Marginalized Communities in East Jerusalem through legal aid, planning and advocacy, funded by the EU East Jerusalem Programme. The overall objective of the project is to support the marginalised Palestinian communities in East Jerusalem, increase their resilience, prevent forcible transfer and reinforce the Palestinian identity of East Jerusalem through the provision of legal aid, land planning assistance, and local and international advocacy efforts.

The JHRC is hosted by the Jerusalem Legal Aid and Human Rights Centre (JLAC), and thus JLAC acts as the legal representative of the JHRC.

Overview

To maximise the impact of its advocacy activities, the JHRC is developing six factsheets to communicate updated information and reflect the situation of Jerusalem’s Palestinian community. The call for factsheets is open to researchers and experts based in Palestine.

The call is seeking submissions related to the following topics (although other related topics will also be considered):

  1. Profiling about 5 areas (Qalandiya town, Jaba’, Nabi Samouael, Beit Iksa and Beit Ijza).
  2. Pastoral settlement / Shepherd settlers.

Each factsheet should highlight the recent figures, facts and analysis concerning the topic and will be aimed at a wide range of audiences, including NGOs, policymakers, and the general public.

Application Process  

  • Offers for drafting all 6 factsheets or part of them are accepted.
  • Submitted offers will be evaluated by the JHRC team. If the offer is accepted, the author/s agrees to send the full factsheet, including findings and references. All submissions should report original and previously unpublished research no matter the type of factsheet you are presenting.
  • All offers need to be submitted, no later than 17th.October.2023, at 04:00 PM, by email stamped and signed to procurement email: [email protected] , with the subject: JHRC RFQ 03/2023 – Factsheets.
  • Offers should include:
  1. Price offer
  2. CV
  3. Samples of previous similar work
  4. Outline
  • Prices should be quoted in EUR including all applicable Taxes.
  • Quotation(s) should be valid for 90 days from the submission date.
  • Tax will be deducted according to the applicable Law.

Selection Criteria

 The following criteria will be used to evaluate applications:

  • Relevant experience and expertise.
  • Demonstrated ability to conduct research and analyse data.
  • Proposed outline
  • Ability to write and communicate complex concepts in an accessible and engaging manner.
  • Availability to commit to the timeline.
  • Proposed outline.

Full Guidelines

We accept the submission of original and unpublished results of conceptual, constructive and theoretical work or research in all the topics area mentioned above (other related topics will also be considered).

Language

  • Fact sheets should be in Arabic.
  • Authors shall use a clear and simple language, avoiding jargon or technical terms.

Tone and Style

The tone and style of the factsheets should be accessible, engaging, and easy to understand and presented in clear and concise writing.

Formatting and Length

  • Length: 650 - 750 words, excluding references.
  • Font: 12-point Calibri.
  • Paragraph: Single spaced
  • Margin: Normal (top: 2.54 cm, bottom: 2.54 cm, left: 3.18cm, right: 3.18cm)
  • Page numbers: Bottom centred
  • Format: MS Word compatible file
  • Use clear heading and subheadings to break up the text.

Proposed Structure

Each factsheet shall include the following sections:

  • Introduction
  • Recent figures and facts
  • Analysis of the current situation, including key challenges and opportunities
  • Recommendations
  • Language standard
  • Innovativeness
  • Resources

Selected participants will be provided with additional guidelines outlining the format, content, and tone of the factsheets.

Obligations and Responsibilities of JHRC

  • Liaise with the author on a regular basis to make sure the process is on track and in accordance with the calendar.
  • Establish and facilitate contact with staff involved and any external contacts needed.
  • Review and approve factsheets drafts.
  • Provide feedback when and where necessary.
  • Meet the relevant costs related to this production, as agreed in the contract upon approved offer.

Responsibilities of the Author

The Author is asked to:

  • Respect the deadlines set by the JHRC (see calendar). The JHRC will accept changes in the agreed calendar only in exceptional circumstances and if notified beforehand.
  • Deliver factsheets of 650 to 750 words each (excluding references) that will not require any linguistic editing and that will respect the guidelines (see full guidelines).
  • Make necessary paper adjustments after receiving feedback on first draft.

Reservations and Confidentiality   

JHRC reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines. In the event of the author ending the contract prior to delivering all agreed upon products, a portion of the payments shall be returned to the JHRC.

The author undertakes to maintain confidentiality on all information that is not the public domain and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment. The author shall undertake to refrain from promoting any factional/partisan political or religious beliefs in the products of this contract.
