PARC strives to develop the agricultural sector, strengthen the resilience of farmers, reach out to the poor and marginalized groups and their CBOs, mobilize, and develop the capabilities of rural people to enable them to control their resources through the work of a distinguished professional team and a loyal volunteer. This has been accomplished through creative programs, transparent management, and technical practices to contribute to the establishment of a free and democratic Palestinian society with the values of social justice. PARC has extensive experience in linking resilience to development in the context of Palestine in the agricultural sector, economic resilience, economic empowerment, disaster risk reduction, and management with the pioneering introduction of building back better to the infrastructure of the agricultural sector. PARC also is well known for the pioneering adaptation of the green economy application and to line ICT to agriculture to improve production and farm resilience. With almost four decades of experience in the agricultural sector.

In accordance with its mandate, PARC will be implementing a project titles “Building Economic Resilience for Gaza”. funded by EU. 

Price offer to Conduct "Capacity Building" services.

PARC is seeking a highly qualified consultancy firm/ Individual to conduct "Capacity Building" services for targeted youth in the project in order to achieve the following objectives:

• Utilize youth entrepreneurship skills to start their business professionally.
• Assess the feasibility of their small business idea.
• Identify and develop their business ideas, a comprehensive business idea, and a fundable business plan.
• Strategize for the growth of their business (e.g., vision, strategy, plans, stages, goals, time management, resource requirements, etc.) and know about marketing fundamentals, tools, and strategies (e.g., client profile, market research, branding, value proposition, social media plan, etc.)
• Address the most urgent needs for business management.

The consultancy firm must have the resources, ability, and technical expertise to deliver the training at the required quality. The proposed trainers should have the following minimum requirements:

• At least a master's degree in related fields.
• Strong background in the agriculture market.
• Good knowledge of local agriculture context.
• Fluency in writing skills in English is a must
• Ability to develop concrete methodology and timeframe for delivering the required services within the specified duration.

The submitted offers should be in Euro excluding VAT. The tenderer should be able to issue zero VAT invoices in addition to deduction at source certificate (شهادة خصم مصدر).

1. The tenderer must comply with the standards and requirements set out in the tender bid.
2. The submitted offer is binding to the Supplier nor the tender offer may be withdrawn after submission and remains binding by a period of three months starting from the date of the offer.
3. Tender documents delivered by hand.
4. Late applications will not be accepted
5. The tender envelop must be sealed and stamped.
6. Tender must stamp all bid papers.

• Technical offer with all supporting documents (Working methodology, CV‘s for the staff and the consulting firm profile, previous experience, …etc).
• Financial offer, only hard copy.

The proposal should be submitted to PARC headquarter in Gaza Strip no later than Monday 30/01 /2023; 02:00pm. Noting that late applications will not be accepted.

PARC shall not be bound to accept the lowest price or any tender proposal, and reserves the power to accept any part of any tender proposal.
