Study of Career Opportunities and Labor Market for Women Self-Sufficiency: Mapping of Key Actors and Link to Women Initiatives and CBOs in West Bank and Gaza

Purpose of the Consultancy 
The right to work is a fundamental human right enshrined in international conventions and treaties, as well as in local Palestinian laws. Participation of women in the labor market plays a vital role in developing society, in addition to its role in empowering women and expanding their social and economic choices, women participation increases economic growth, reduces poverty and contributes to the sustainable development goals of gender equality and reduced inequality. Gender equal access to production inputs enhances productivity and efficiency in the Palestinian economy, leading to improved development outcomes. 
There are various factors that influence the level of women participation in employability. These include low demand for women’s labor due to the distorted structure of the Palestinian economy, which tends to concentrate women’s involvement in the informal sector. Women’s limited access to and use of assets and resources (such as credit). The existing mismatch between education and labor market needs, and the context of Palestinian families associated with poor provision of support for working women both play a role. 
The purpose of this study seeking a consultant to produce an in-depth analysis of career opportunities and labor market for marginalized women self-sufficiency, and mapping of key actors in the field of employability and economic empowerment of women initiatives and CBOs in vulnerable areas in the West Bank and Gaza. 
 
 
METHODOLOGY AND WORKPLAN  
 
Methodology 
The methodology of the study includes a desk review, interviews, meeting and focus group discussions with marginalized women and girls and CBOs in vulnerable areas in the West Bank and Gaza Strip. The marginalized groups specified under Gender Based Violence, Women with Disability and Single mothers as a single parent family provider.  
 
The research is expected to cover (at least) the following topics: 
  1. Context analysis of the labor market and career opportunities for marginalized women in Palestine (West Bank and Gaza Strip). 
  1. Address and identify barriers and challenges vulnerable women face to access income generating activities, progress within the workplace and matching studies to career opportunities in Palestine. 
  1. Address gaps in skills and qualifications needed for women to access the labor market in finding job opportunities and access to income generating methods. 
  1. Analyze gender norms and traditional practices related to marginalized women participation in the labor market. 
  1. Analyze Legal, Institutional and Political Framework related to women participation in the labour market. 
  1. Analyze challenges for women career opportunities in West Bank and Gaza, with a focus on work requirements, skills needed and the cultural context with a lens on family conditions in relation to women employability. 
  1. Identify and propose entry points to address/enhance opportunities for specific segment of marginalized women self-sufficiency. 
  2. Identify key sectors by geography for the economic inclusion of women
 
Deliverables and Responsibilities 
The main deliverables for this assignment are the following: 
  • A comprehensive report analyzing career opportunities and labor market for specific segment of marginalized women self-sufficiency in Palestine. Identifying the skills needed for their employment, and mapping of key actors and initiatives on women economic empowerment (Arabic and translated to English). 
  • A list of literature reviewed (Arabic and translated to English).
* All materials requested submission in the languages specified. 
 
 
Time Framework  
  • The duration of the assignment is 3 months from the day of signing the contract. 
  • Provide a draft report after two months of signing the contract, followed by a thorough review from APS, then returning the report to the consultant(s) for finalization. 
  • Presenting of the analysis in a meeting to APS staff and partners after finalization of the report, meeting organized by APS during the last week of the contract. 
 
 
REQUIREMENTS OF THE CONSULTANT/TRAINER AND ECONOMIC OFFER 
 
  1.  Qualifications and Competencies 
  • Master’s degree in economic studies, gender, communications, international relations, or any related development fields. 
  • Minimum of five years’ experience in conducting research and, preferably previous experience in research on social and economic rights. 
  • Proven capacity to conduct research in various contexts and circumstances, creating the necessary alternative plans and tools. 
  • Proficient in written and spoken Arabic and English Languages. 
  • Ability to plan and meet requirements on time. 
  • Mastering computer skills especially Excel, PowerPoint, Microsoft Office software and other programs for processing data. 
  • Excellent interpersonal skills. 
 
  1.  Economic Offer 
A detailed budget in table format with an indication of the following: fees, travel expenses and any other expenses with a breakdown of the price per unit.  
The consultancy budget must include all deliverables and translation in Arabic and English of all materials produced. The consultant should include in the financial offer the price for development of training materials, space rental, and hospitality services.
Note: Knowing that deduction of income tax at 10% of the contract value of individual consultant and that the project is VAT exempted.
Payment and contract modality 
The consultancy will be contracted through an external service contract and a payment will be made upon signature of the contract for 30% and a payment upon successful completion of the service for the remaining 70%. All payments will be made by bank transfer, preferably in shekels.

  • Composition of the consultant team.
  • CV of the individual/ consulting team.

  • Initial work plan and availability of the consultant.
 
The estimated budget for this consultancy should not exceed 6000 € (or its equivalent in shekel).
