- BACKGROUND
The Palestinian Circus School (PCS) is a nonprofit, non-governmental organization, which was established in 2006 and is registered with the Palestinian Authority since February 2007. By teaching, creating, performing and programming circus arts, the Palestinian Circus School strengthens the creative, social and physical potential of Palestinians, seeking to engage and empower them to become constructive actors in society and raises local and international awareness about the Palestinian potential and its different challenges.
"Masar" program, part of the Drosos project "Circus Arts for Socio-Economic Development in Palestine," aims to improve access to the arts and significantly contribute to the social development of Palestinian youth. The program consists of 60 training sessions spread over the year. Additionally, it includes 12 intensive training days focused on creating final individual performances.
- OBJECTIVES
The objective of this assignment is to conduct a comprehensive evaluation of the Professional Circus Training curriculum pilot program, assessing its implementation, effectiveness, efficiency, cost-effectiveness, and overall impact on the target participants. The evaluation aims to provide actionable insights and recommendations to inform the program's future iterations and potential scaling.
This document serves as Terms of Reference for the external evaluator and elaborates the scope of service required as well as the envisaged outputs/ deliverables within the designated timeframe for the assignment.
- Scope of Services
In realization of the objectives of the assignment, and in close cooperation with PCS team, the scope of work will be as follows:
- Conduct a planning workshop to prepare for the program evaluation
- Ongoing evaluation activities (meetings, focus groups)
- Prepare a detailed evaluation report: implementation, effectiveness, efficiency, cost-effectiveness, lessons learnt, recommendations (actions), etc
- Conduct a workshop to review and validate findings
- Develop a dissemination plan to share evaluation findings

This assignment will be implemented starting on the day of signing the contract and ending on May 31, 2025

The consultant is expected to accomplish the tasks associated with this assignment within the designated timeframe and for an estimated input of time/ effort up to 15 working days

- The “outputs” of the assignment will be considered as “deliverables” upon the approval of PCS team.
