For Claim verifications under the Coverage of the Credit Guarantee fund by DAMAN for SMEs to the 3 MFI partners 
 
DAMAN for SMEs (DAMAN), is a non-profit company for Credit Guarantee Scheme registered in Palestine and operating since 2015. 
DFS has received external financial support (France, Luxemburg) for three years 2020-2022 to provide three kinds of services to MFI sector:
  1. Credit Guarantee to ASALA, ACADF and REEF MFIs,
  2. Capacity Building and training for the MFIs sector,
  3. Advocacy and lobbying for the MFIs sector.
 
DAMAN is in the process to solicit technical and financial proposals from individuals and consulting companies to do the claim verifications of defaulted loans on a yearly basis.
 
The sections below are provided as a roadmap for the expected technical and financial price offer per claims verification. All reports are written in English. 
 
A special template will be provided as a basis document for the offers of the claims verification reports.
 
Scope of Work:
The claim verification process is considered as a basic report to approve the defaulted loans to be compensated by DAMAN.

 
Methodology to be used:
The Consultant agrees to meet with DAMAN managing director to agree on the claim verification methodology as per DAMAN manual for claims Verification and time table of the assignment. 
The methodology will be in line with the best practice followed by credit guarantee schemes in Palestine and PMA Regulations.
Initially, this assignment requires the Consultant to, at a minimum, perform the following:
  1. Desk review of the related documents, DAMAN studies, DAMAN reports, MFI reports, PMA regulations and other related documents
  2. Interview with DAMAN managing Director
  3. Interview with selected MFIs representatives
  4. Site visits to the clients in West Bank and GAZA.
  5. Interview with other credit guarantee schemes
  6. Interview with PMA
The technical proposal should not exceed 2 pages excluding the CVs.
Deliverables:
  1. The methodology and the basic templates and formats to be filled and collected from the field and MFIs
  2. Photos and pictures about the project.
  3. Minutes of meeting and certified documents from municipalities, local councils, cooperatives, CBOs and ICRC offices 
  4. Calculation of the exact amount to be compensated to the MFI.
  5. Any other support document as a proof of the reason of the defaulted loan.
All reports are in English language.
 
Qualifications of the Consultant
  1. The Consultant should have a university degree in accounting, economics, finance, business or other related fields
  2. The Consultant should have at least 5 years of experience in MFIs, or Banking sector and or credit guarantee schemes.
  3. The Consultant should have at least 5 years of experience in financial services, business planning, management consulting etc.
  4. The Consultant should have a clear identification with the inclusive function of microfinance,
  5. The Consultant should present a clear understanding of the effects of delivering financial services under the constraints of illegal occupation,
  6. This call for proposal is open to individuals and companies in Palestine.
  7. The consultant should be familiar of PMA regulations and other government regulations related to this task.
  8. The consultant should be able to cover West Bank and Gaza and conduct the site visits to the clients based on their locations.
  9. Excellent report writing and analysis in English
 
Expected Effort:
It is expected that this engagement, includes field work planning and reports writing, on a semiannual basis and can be renewed in a written approval by both parties after evaluating the efforts and quality of work for the previous year.  
 
Price offer:
The price offer should be submitted in US$, and it should be highlighted if it is excluding VAT or not.  Price offer should per one claim.
If individuals are to apply, deduction from source (Khasem masdar) is requested or 10% will be deducted for income tax.
Special Conditions:
All interested parties in bidding for this TOR will have to be free of any interest, financial or otherwise, with DAMAN or any of their major shareholders.

Method of Payment
The selected Consultant will be paid as follows:
100% of the agreed upon list of claims verified each 6 months after receiving the final report and  approved by DAMAN board and after delivering the required payment request, deduction from source (Khasem masdar) and invoice.
The cost of advertising should be paid by the winner of the bidding process.
