BACKGROUND / PROJECT DISCRIPTION

1. Scope of Work:
The primary objective of this consultancy is to provide hands-on support to the Community Policing Program (CPP) team in its efforts to improve community policing practices. This will involve:
● Developing the Community Policing manual in Arabic.
● Developing a training toolkit for the Palestinian Police training sessions focused on community policing.
● Providing police training development and delivery, institutional reform, policy development, and community security activities with the overall goal of enabling civilian oversight of a community policing force that is responsive to the needs and views of citizens ..
● Conducting training on Community Policing in selected districts, which includes developing training materials, support development of district community policing plans, and developing a community policing dissemination plan.
This work will be conducted in close consultation with the Project Team.
2. Objectives:
The specific objective for this consultancy includes:
1. Develop a training manual for community policing in Arabic.
2. Develop facilitators guide to accompany the training manual.
3. Develop a code of conduct for police officers.
4. Conduct three training sessions in each of the selected governance areas (Bethlehem, Ramallah, and Jericho), with one session in each area to be a field training.
5. Finalize the manual based on feedback from the stakeholders.
6. Submit concept notes for potential activities and interventions.
7. Develop training toolkits that include curricula, materials, written reports, manuals, presentations, and institutional development plans.
8. Submitting the final draft of the policing manual and training toolkit, incorporating revisions based on input from the training sessions.
9. Design, budget and manage activities that contribute to the development of the community policing manual and toolkit.
10. Support the program in the development of activities, deliverables, and workplans.
3. Illustrative Results and/or Deliverables:
1. Manual on Community Policing Best Practices in Arabic.
2. Concept notes for potential activities and interventions.
3. Methodology and workplan.
4. Needs assessments and pre- and final evaluation report.
5. Training toolkits including curricula, materials, written reports, manuals, presentations, and institutional development plans.
6. The consultant is expected to submit final edited version of the training toolkit and Policing Manual, addressing gaps identified during training.
7. Conduct three training sessions in the selected governances (Bethlehem, Ramallah, Jericho).
8. Additional deliverables, as mutually agreed between Creative and the consultant.
4. Duration of the work:
The assignment is expected to be completed within a three-month period, starting from the date of contract signing. The consultant is required to provide weekly updates to the CPP team regarding work progress. The consultant is set to begin on May 1st, 2025 and conclude by July 31st, 2025.
5. Consultant Qualifications:
A Renewable Consultant Ordering Agreement (RCOA) will be issued based on the consultant’s qualifications that align with those listed below as well as those listed in the individual’s submitted CV. Work orders for specific Scopes of Work that require this experience may be negotiated and issued against the RCOA as needed and in accordance with the consultant’s availability.
Key Qualifications:
1. Proven experience in community policing.
2. Bachelor’s degree in criminal justice, law enforcement, community policing or any relevant field.
3. At least 5 years of experience in supporting community policing development, practices and protocols.
4. Proven experience in designing, implementing, and managing community policing programs, including activity planning, budgeting, and assessments.
5. Experience in providing technical assistance, training, and capacity-building on community policing principles.
6. Strong background in conducting needs assessments and pre- and post-assessments for police forces or security sector institutions.
7. Understanding the local culture and policing context.
8. Proven track record supporting development of community policing principles, practices, skills, and protocols in fluid and politically complex contexts.
9. Minimum 3 years' experience working with an international development organization and/or government agencies such as USAID, State Department, DFID, EU, etc.
10. Ability to work collaboratively in a team-based environment while managing independent tasks.
11. Strong collaboration skills diverse stakeholders, including local communities.
12. Proficiency in English and Arabic.
