Computerized Accounting Software for Selected Small Companies

1.0 Background: 

The Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 to support SMEs and entrepreneurs in Palestine. In 2008, SEC officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is serving Palestinian Micro, Small and Medium Enterprises (MSME), entrepreneurs, and social enterprises (including cooperatives).

Currently SEC is implementing in partnership with DROSOS FOUNDATION the Agro-processing in Palestine -Supporting SMEs and Entrepreneurship for Youth Project. Under this project intervention, SEC is seeking to build the participating SMEs financial capacity by installing and applying a well-recognized computerized accounting software. 

The size of employment in the targeted SMEs ranges between 4 to 12 employees, and they employ accountants, these companies need this computerized accounting system for the followings:

• A proper recording of all financial transactions  
• Develop periodic customized financial reports
• Develop financial statements 
• Inventory management control 
• Human resource management 

2.0 Purpose:

SEC is seeking for computerized accounting software vendors to be installed for five small and medium companies to develop their financial capacity to be able to run their business effectively.  

SEC is looking for a computerized accounting software with the following qualifications: 

• Computerized Software 
• User: 1
• Licensed  
• Module: accounting, fixed assets register and payroll 
• Number of companies: 5 companies.

3.0 Requirements:

• The software vendor must have the certificate of representation of a parent company
• The software technicians must have the knowledge in accounting; they will also have to attach their CVs
• License 
• Show at least three references 

4.0 Component of the software (basic version):

• General charts of accounts (chart of accounts, cost chart)
• Able to produce cost statement and cost ledger
• Able to produce budget statement 
• Budget management (different products, suppliers, traders)
• Able to do bank reconciliation
• Import and export of financial data
• Having account payable and receivable 
• Job costing and cost centers management
• Invoicing
• Material management ( sales, buying, and stock ) 
• Inventory management 
• Data backup 

• Multi-currency management 
• Cloud data storage 

• Reporting (customized reports) such as trading, profit, and loss accounts and balance sheet
• Financial statements 

5.0 Main features of the computerized accounting system: 

• Simple and integrated 
• Accuracy and seeped
• Scalable 
• Security 
• Reliability 

6.0 Deliverables:

The successful vendor responsibilities:

• Software installation 
• Accounting data and transactions migration: from the existing to the new software 
• End user training (either online or face to face 3 days) and terms and conditions for after sales technical support 
• Any other service related to the Software 

The software should support both English and Arabic Languages. 

7.0 Duration of intervention: 

SEC team is expected that the software provider shall complete the intervention activities for the five SMEs within two weeks days from signing the contract. 

8.0 Logistic Support for the Software provider by SEC

SEC will provide information, and documents on SMEs. The provider will be responsible for covering the installment of the software on SMEs computers and training of the SME staff.
