Project Title: Psychosocial Support and Education Recovery for Conflict-Affected Children from Gaza, Jenin, and Tulkarm Camps.

Terms of Reference (ToR) for consultant to Conduct Comprehensive PTSD Assessment in Jenin Camp.

1. Project Overview


1.1 Organization's Background
Humanity & Inclusion (HI), previously known as Handicap International, is a global aid organization focused on assisting individuals with disabilities and various vulnerable populations in conflict, disaster, and exclusion scenarios. HI operates as a federation of associations that deliver humanitarian aid and development programs across over 60 countries.
 

1.2 Project Background
The ongoing conflict and military escalations in Jenin Camp have severely impacted the psychological and emotional wellbeing of children. The prevalence of symptoms related to PTSD among children is expected to have increased, necessitating immediate mental health support. This assessment aims to evaluate the prevalence of PTSD symptoms among children, and identify those in need of mental health and psychosocial support and provide recommendations for appropriate interventions, with the goal of using the results for advocacy to highlight the needs of these children.

2. Objective
The primary objective of this consultancy is to conduct a thorough PTSD assessment for children affected by the conflict in Jenin Camp. The assessment aims to identify children in need of mental health support, provide recommendations for appropriate interventions, and generate data for advocacy purposes to highlight the needs of children suffering from PTSD.


3. Scope of Work
3.1 Planning and Coordination
- Develop a detailed work plan and assessment methodology in coordination with HI and JCCRS.
- Assessment methodology shall reflect necessary number of children required for the sample in order to conduct the assessment.
- Coordinate with local stakeholders, including schools, caregivers, and mental health professionals, to facilitate the assessment process.

3.2 Development of Assessment Tools
- Develop and recommend tools for PTSD assessment, ensuring they are evidencebased and tailored to the context of Jenin Camp.
- Validate the developed assessment tools in collaboration with HI to ensure they meet the required standards and are suitable for the target population.


3.3 Assessment Implementation
- Conduct comprehensive PTSD assessments for children aged 5-14 years in Jenin Camp, utilizing validated assessment tools to evaluate the psychological status of the children. This includes but is not limited to a combination of methods such as school visits, community center assessments, and home visits. Home visits will be conducted to screen and assess families affected by military escalations, including those whose homes were demolished or partially damaged, displaced families, and families with injured members. The aim of these home visits is to understand the broader psychological impact on family units and the child's environment, and to recommend appropriate mental health and psychosocial support for both children and their families.


3.4 Data Collection and Analysis
- Collect quantitative and qualitative data through interviews, surveys, and observational methods.
- Analyze the collected data to identify the prevalence and severity of PTSD symptoms among the assessed children.


3.5 Reporting and Recommendations
- Prepare a comprehensive assessment report, including screening results and detailed findings on PTSD prevalence.
- Identify the evaluated children according to the intensity of their needs and suggest appropriate MHPSS services or referral accordingly.
- Provide actionable recommendations for mental health interventions and support services.
- Present the report to Humanity & Inclusion, and other relevant stakeholders identified by HI.
- Provide all findings, needs, gaps, and challenges to HI for the development of advocacy materials and the need of supporting those children.

4. Deliverables
- Inception Report: A detailed work plan, assessment methodology, and timeline within one week of the start date.
- Validated Assessment Tools: Develop and recommend tools for PTSD assessment, to be validated by HI before use.
- Interim Progress Reports: Weekly progress reports detailing the assessment activities, challenges, and preliminary findings.
Final Report
- A comprehensive assessment report including:
- Screening results for PTSD symptoms.
- Detailed analysis of PTSD prevalence and intensity
- Classification of children based on their needs.
- Recommendations for MHPSS services and other interventions.
- Summary of home visit findings and specific recommendations for families
affected by military escalations.
- Findings, needs, gaps, and challenges to support the development of
advocacy materials by HI.


5. Duration and Timeline
The consultancy is expected to commence on August 10, 2024, and be completed by September,15, 2024. The final report should be submitted no later than September 20, 2024.


6. Qualifications and Experience
The consultant(individual\firm) should possess the following qualifications and experience:
- Advanced degree in psychology, psychiatry, or a related field.
- Proven experience in conducting mental health evaluations (PTSD assessments is a strong asset), particularly with children in conflict-affected areas.
- Knowledge of evidence-based assessment tools and methodologies for PTSD.
- Strong analytical and report-writing skills.
- Ability to work collaboratively with diverse stakeholders.
- Independency and autonomy; The person will be responsible to connect and implement the assessment, with the support of HI.
- Experience in proposing MHPSS services tailored to the outcomes of the findings.
- Experience in developing advocacy materials based on research findings.

- Fluency in Arabic and English is preferred.


7. Application Process
Interested consultants (individual\firm) are invited to submit the following documents:
- A detailed proposal outlining the assessment methodology, work plan, and timeline.
- Curriculum Vitae (CV) highlighting relevant experience and qualifications of the consultant(s).
- Examples of previous similar work or assessment reports.
- A financial proposal including the consultant's fee and any other associated costs.

8. Evaluation Criteria
Technical and financial Proposals will be evaluated based on the following criteria:
- Relevance and feasibility of the proposed methodology and work plan.
- Demonstrated experience and qualifications of the consultant (Individual\firm) .
- Quality of previous work samples.
- Cost-effectiveness of the financial proposal.


9. Responsibilities
For the Consultant (Individual\firm)
- Develop and tailor assessment materials based on initial findings to ensure they
are appropriate for the context and needs of Jenin Camp.
- Validate the developed assessment tools in collaboration with HI to ensure they
meet the required standards and are suitable for the target population.
Conduct the PTSD assessments using the validated tools and ensure accurate data
collection.
- Compile and submit comprehensive reports documenting the assessment
process, outcomes, and future recommendations.
For Humanity & Inclusion (HI)
- Facilitate logistics for assessment sessions, including venue arrangements and
participant coordination.
- Provide access to relevant background materials and resources.
- Review and approve assessment materials and reports.

- Process consultant payments according to the agreed schedule and deliverables.


10. Submission of applications
Bids from interested individual consultants or firms should include:
• A detailed technical offer that includes the methodology and evaluation plan, an
alternative plan in case the current context doesn’t allow for in person
interviews/activities and timeframe.
• A detailed financial offer that covers all anticipated costs (taxes, travel,
accommodation, transportation, insurance, translation, etc.).
• All prices shall be Vat-exclusive in ILS shekel.
• Valid Vat registration number, HI will utilize Vat exemptions for successful
candidates according to Palestinian Vat Tax system.
• A CV (list of CVs) detailing relevant skills and experience of the consultant and
her/his team of no more than 3 pages each, including contactable referees. In
case of team of experts, the Team Leader must be clarified.
• At least one sample of a relevant previous evaluation preferably for
international donor funded project in a similar area or context.
