BACKGROUND

Oxfam Local implementing partners relies on Oxfam to ensure program quality achievement specially in Monitoring, Evaluation, Accountability and Learning (MEAL) practices. Partners are implementing project level monitoring based on staff personal understanding resulting lack of harmonization in MEAL actions and reports.As part of Solidarity Program Quality Fund at OPTI, Oxfam seeks to improve their local partners organizational  (MEAL) systems  based on CAMSA (Common Approach to MEL and Social Accountability) requirements to be aligned with Oxfam and donors program quality standards. Additionally, to improve partners data collection approach to ensure its accuracy and have a meaningful value that will eventually lead to have proper judgement about the project/program progress/impact.

To do so, it is essential to conduct MEAL capacity need assessment and prepare the master MEAL capacity building plan based the need assessment findings to be used as a benchmark and as a guidance tool for the whole capacity building process.

PURPOSE OF THIS RFQ

Oxfam are conducting a bidding process and invites your submission of a proposal to provide Oxfam, within their requirements, for producing:

The deadline for submission of bids is 1st February 2021 at 1pm (Gaza time) upon conditions in the RFQ dossier.

Responses (bids) shall be sent before the deadline indicated in the above timetable. Responses must only be sent to ([email protected]) without ccing any other email addresses. Any offers sent through other channels will not be considered. 

Offer shall be sent in 2 separate files - PDF format - (one for Technical Offer and one for Price Offer)

Email subject must contain the following reference: (OXFAM - 21/008/OPTI-GAZA)

Oxfam does not bind itself to award the lowest price offer and reserves the right to accept the whole or part of the bid.
