Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. With its partners in Belgium and abroad, Enabel offers solutions to address pressing global challenges - Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality - and to promote Global Citizenship. With 2,000 staff, Enabel manages about 170 projects in twenty countries, in Belgium, Africa and the Middle East.  

Enabel in Palestine has started the implementation of SAWA II project which is a European Union (EU) funded project and a continuation and scaling-up intervention of the “Enhance the resilience of micro-businesses and create sustainable livelihood opportunities in the Gaza Strip” SAWA project.  

Enabel in Palestine is seeking competitive proposals from qualified consultancy firms interested in Conducting a “baseline assessment”, the assignment aims to provide a systematic, evidence-based assessment of the validity, and robustness of the results structure and theory of change (ToC) of SAWA II, and to provide reliable information about the situation of the targeted population/communities before the intervention begins. 

Enabel now invites tenders from eligible and qualified tenderers for carrying out these works: 

1. This tender is VAT excluded under certain conditions, defined in the tender documents. 
2. Tenders shall be valid for 60 days after the tender closing.
