Subject: External Mid-term Project Evaluation

Request for Quotations No.:  RFQ#03/2022

The Guidance and Training Center for the Child and Family (GTC) was established in 1994 in Bethlehem to provide mental health services, special education services and training for Palestinian children and families.

The GTC takes a holistic approach to meeting the needs of children and families and promoting healthy social, cognitive, emotional and educational development. The GTC focuses not only on the problems of individuals and families, but also on the environment in which they live and how the cultural context affects them. As part of this approach, the GTC cultivates relationships with parents and families, schools, and government and private organizations.

The GTC works within the framework of 5 main programs: Therapeutic Services, Preventive Services, Education, Research, and Advocacy, which are interconnected and integrated to enable GTC to achieve the following goals:

  • Provide preventive and therapeutic mental health services to children and families in Palestinian society.
  • Advance the development of knowledge, skills and experience of professionals in the field.
  • Conduct research through programs that meet the needs of the target groups.
  • Participate in the development of mental health in Palestinian society and the broader international community in support of the Sustainable Development Goals (SDG)

The GTC is seeking to recruit a consultant to implement a mid-term external evaluation for the project entitled “Providing Mental Health Services to Children, Youth and Women in Bethlehem Area”

The evaluation aims at obtaining an external, independent assessment of the implementation of the project so far. The evaluation should investigate the impact, effectiveness, efficiency, relevance and sustainability of the project, and provide the GTC with feedback and recommendations that will contribute to improved activities implementation to reach the intended project’s goals and objectives.

The evaluator should conduct the evaluation using the standards from OECD-DAC. It is also important that the evaluation uses a participatory approach that solicits the views and assessments of all stakeholder representatives, such as beneficiaries and parents of children, interns, caregivers and project staff members from BftW, Misereor, and Kindermissionswerk, of all genders while at the same time keeping neutrality and independence.

The evaluator should clarify his/her methodology in the technical section of the proposal submitted to GTC taking into consideration the following:

  • Review and analysis of project documents provided by the Project Manager including project proposal and periodic reports submitted to funders so far.
  • Data collection should include gathering data from different stakeholders in person using focus group discussions and individual interviews.
  • Meetings with project staff including the Clinical Director, Psychologists, project management and supervisor.

Process of the evaluation/ time frame

The evaluation is expected to be implemented during a period of 2 and a half months starting on 5 March 2022

Expected products

The following are deliverables needed to complete the evaluation:

  • Kick off meeting – one week after the selection of the evaluator 12 March 2022
  • Inception report – 1 April 2022
  • Draft of the final report- 20 May 2022
  • Final report (around 30 pages with annexes)– 1 June 2022
  • Workshop to present evaluation report 5 June 2022

All reports should be written in English.

The Final report should be in English, executive summary shall be presented in both English and Arabic.

Key qualifications of the evaluators

This evaluation will require the services of an expert with the following qualifications:

  1. Proven previous experience in conducting evaluations.
  2. Academic degree in a mental health related field to one of the team members.
  3. Expertise or previous evaluation in the field of mental health.
  4. Knowledge in civil society co-operation and development cooperation.
  5. Understanding of the cultural and political context in Palestine.
  6. Excellent command of Arabic and English.

Content of the evaluator’s offer

 The content of the evaluator offer should include the following sections:

  • CV of the evaluation team or all member involved in the evaluation.
  • The related evaluation conducted by the evaluator and to which organizations.
  • Technical proposal:
    • Outline of the planned evaluation procedure
    • short explanation and justification of the methods to be deployed.
    • Evaluation proposed timeframe.

Financial proposal

  • Complete cost estimate of consultant fees including all costs to be incurred, such as transport, accommodation and taxes.
  • Offer should be submitted in English language.
  • Provide official VAT invoice and a valid Certificate of Deduction at Source.
  • GTC may reject applicants who does not match the above financial proposal requirement.
  • The offer should be submitted as original documents in a sealed envelope to the GTC at Manager Street, Bethlehem by March 1 2022.
