Consultancy Service for

"Construction Supervision and Contract Management for the Project of Construction of a Pedestrian Bridge in Al Qarara – Gaza"

1. Introduction

1.1  Background about Bayader

Bayader for Environment & Development (Bayader) is a non – government organization established in 2007 aiming to develop the Palestinian community and society in child protection & education, development and institution building, community development, economic empowerment & civic participation, and emergency response & early recovery.

Bayader is working in the field of community initiatives mainly in non-profit activities with the community.

1.2  Background about the Project:

The Japanese government, for the benefit of Bayader for Environment & Development Association (Bayader), has allocated grant funds from Japan's Grant Assistance for Grassroots Human Security Projects (THE GGP/KUSANONE), along with Bayader contribute, toward the cost of the "Construction of a pedestrian bridge in Al Qarara – Gaza" Project, and intends to apply part of the grant for hiring a consulting firm to conduct Consultancy Service for Construction Supervision and Contract Management for the project of Construction of a pedestrian bridge in Al Qarara – Gaza.

The goal of construction of a pedestrian bridge in Al Qarara project is to significantly contribute to reduce the large number of traffic accidents on Salah El-Din high way the most important and largest road in the town and in the targeted part of the project in particular, Salah El-Din high way constitutes the main cause of traffic accidents at Al qarara ,  those accidents claimed the lives of many The residents of Al qarara in general and the residents of the targeted area in particular, the latest of which was causing the death of many school students.

2. Objectives of the Assignment

The objective of this assignment is to provide Bayader for Environment & Development Association (Bayader) with technical supervision for Construction of a pedestrian bridge in Al Qarara – Gaza. The objective of the consulting services is to ensure that the Employer's Requirements are met satisfactorily in accordance with the quality specifications for the works, the time schedule specified and the agreed project cost as defined in the contract to be executed between the Bayader and contractor. Within the objective of this consultancy service, the consultant shall be monitoring of safety, environmental and social requirements and the following objectives shall be carried out by the consultant:

1. Ensure standards of quality assurance in executing the works;
2. Monitor safety, environmental and social aspects.
3. Ensure completion of the work within the stipulated time limit, and compliance with all applicable laws and regulations;
4. Oversee the process of keeping the project to budget;
5. Ensure a satisfactory handover of the works to the client to completion date of the construction.

The work supervision assignment will consist of the contract management and supervision of construction of all aspects of Construction of a pedestrian bridge in Al Qarara – Gaza.

3. Eligibility Criteria:

Bidders should be regularly registered in the State of Palestine and should be consulting firms operating in the Gaza strip for a minimum of three (3) years, with grade A for all Engineering specialization. To satisfy the eligibility requirements, Bidders shall submit the following documents:

• Business Certificate of Incorporation/Registration.
• Tax Registration/Payment Certificate issued by the Palestinian, Ministry of Finance evidencing that the Firm is updated with its tax payment obligations or Certificate of Tax exemption,
• Consultant shall provide zero VAT Stamped invoice and source deduction certificate.

 Bidders shall provide all the information and documentation requested in this section with their Technical Proposal. Failure to submit the information below will disqualify the Bidders.

4. How to Apply:

• Following submission, Bayader may engage in further discussion with applicants concerning quotations in order to ensure mutual understanding and an optimal agreement.

• Bayader will host pre-bid meeting on Monday 14/11/2022 11:00 am, to provide guidance to interested firm.
• Any Proposal received after the due date will be rejected.
