consultant for developing Public-Private Partnership (PPP) in the ARA

MA’AN in partnership with OXFAM started the implementation of SIDA funded program titled “Developing Equitable Agricultural Production and Market Systems for Resilient Economic Development in the occupied Palestinian Territory”.

The overall objective of this program is to contribute to resilient and equitable agricultural growth from which small scale women and men producers will benefit in the oPt. The specific objective is to increase the wellbeing and income of women and men engaged in small-scale agriculture in vulnerable communities through improved agricultural and market systems in the West Bank, including East Jerusalem, and the Gaza Strip.

MA’AN is seeking a consultant to develop 4 clear and specific frame work for PPP model for each one of the identified thematic areas. each single PPP framework is expected to address the following points

  1. Contractual form
  2. Type of services to be provided through the model
  3. Technical requirements
  4. Governance framework
  5. Roles and responsibilities for the public and private entities.
  6. Budget Financing.  
  7. Stakeholders involvement.
  8. Enabling policies and regulations
  9. Limitations
  10. Risks and mitigation actions
  11. Gaps in place and required capacity buildings
  12. Disclosure Requirements

The frameworks are expected to be developed through bilateral meetings and discussions with the key stakeholders and the identified investors. MA’AN will provide sufficient resources for the consultant including organizing roundtable discussion meetings, bilateral meetings, key informant’s interviews, and focus group discussions if needed. This will depend on the methodology proposed by the consultant and particularity of each model. The cost of all the meetings and discussion will be cover by MA’AN. The meetings will gather the key stakeholders including but not limited to related ministries, interested businessmen and technical and legal experts .With the minimum qualifications:

  • A high degree in economics, business development or any related field.
  • At least 5 years of relevant experience
  • Proven experience working on range of policy issues in the agribusiness.
  • Deep knowledge of advocacy and campaigning tools, preferably in a development context
  • Knowledge of business environment in Gaza Strip is necessary.
