Terre des hommes (Tdh) Palestine delegation is seeking to contract a national service provider that displays the human, ethical, and technical capacities for conducting one-day activity under the project ‘Enhanced community-based inclusive and comprehensive GBV and protection services for Areas C, H2 and East Jerusalem’.
Organization and Context background information
Terre des hommes- Lausanne (Tdh) is a leading Swiss child-relief agency with a strong mandate worldwide on restorative juvenile justice, which accumulates over 40 years of experience in Palestine. Tdh is a well-recognized actor in Palestine with a long and fruitful collaboration vis a vis justice stakeholders and national institutions on the policy, capacity building, and specialized service provision components, chiefly. The enhanced community-based inclusive and comprehensive Gender-Based-Violence (GBV) and protection services project started in West Bank (WB) in May 2023. The project is implemented in different localities; Jenin Refugee Camp, Nablus Old City, H2 Hebron, Shu’fat Refugee Camp, Silwan, and At-Tur in collaboration with local partners; YWCA Jerusalem, and Stars of Hope (SHS).
The project provides enhanced community based GBV and protection services in six communities in West Bank, including East Jerusalem. It aims to ensure inclusive, accessible, quality, and coordinated basic services for the most vulnerable people under emergency situations in the targeted areas including People with Disabilities (PwDs). The implemented interventions ensure that the protection response mechanisms are in place to prevent and mitigate the effects of conflict-related violence.
The objective of the assignment
- The purpose of this consultancy is to conduct a one-day activity in each of the 6 localities to target men in unstructured Psychosocial support (PSS) to promote positive masculinity through using interactive PSS group activities, under the project ‘Enhanced community-based inclusive and comprehensive GBV and protection services for Areas C, H2 and East Jerusalem’, which is funded by the oPt Humanitarian Fund (oPt HF). The facilitator will target 15 men from each targeted community. The coordination with the community and the selection of targeted beneficiaries will be with the support of the targeted CBOs' social workers.
Note: One or more consultants will conduct a one-day activity in each of the localities: Shu’fat Refugee Camp, Silwan, At-Tur, and H2 Hebron.
Another one or more consultants will conduct a one-day activity in each of the localities: Jenin Refugee Camp and Nablus.
Key deliverables
The following deliverables are expected from the assignment:
- A detailed plan for a one-day outdoor activity for at least 5 hours, including at least 3 exercises related to positive masculinity and another interactive exercise. The plan should be approved by Tdh. “Masculinity” refers to identities and patterns of practices associated with the positions of men in a gender system” (UN Women 2014)
- Conduct one-day activity in each of the targeted areas targeting at least 15 men.
- Note: The detailed plan can be submitted in Arabic or English languages and the activity will be implemented in Arabic language.
Timeline
The consultancy is expected to be carried out within the period Between September and October
Requirements and qualifications expected
The consultant should meet the following conditions, qualifications, and experience:
- Proven technical experience in protection services or related fields.
- Familiarity with the humanitarian context in the targeted localities
- Proven experience of working directly with adults especially men and in groups.
- Proven experience in implementing activities related to Masculinity and Gender
- Proven experience in designing and implementing group activities.
- Highly committed.

- Financial plan for the consultancy including number of days needed for the completion of the entire assignment.
- Note: More than one applicant can be considered according to the accessibility to the geographical areas.
Ethical considerations
The consultant/consulting agency must sign the Tdh Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.

In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. Any documents containing both raw data/materials provided by Tdh and its partners, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All supporting documents (attendance sheets and photos) shall remain the property of Tdh.
The expert or the team of experts will work under the leadership of the MHPSS Specialist of Tdh Jordan and Palestine delegation.
