Consultant to Develop a Complaint Mechanism
Introduction
The Palestinian Farmers’ Union (PFU) in partnership with NPA, are implementing a project titled “Civil Society to Increase Food Security and Reduce Hunger 2023” which aims to build the resilience of small-scale farmers and livestock breeders who have been impacted by a layer of challenges, including risk of confiscation by Israeli occupation authorities, COVID-19, the Russia-Ukraine war. Through the project, PFU seeks to contribute to the income generation and food security of vulnerable farming families and livestock breeders through direct assistance to improve and protect their livelihoods.
There are two inter-related outcomes that will be targeted: (1) Enhanced livelihoods and strengthened presence on land of small-scale farmers and livestock breeders through the provision of seeds for resilience and agricultural inputs/ tools/equipment, (2) Strengthened CS has the capacity to better implement projects that increase food security, reduce hunger, and address the climate change crisis.
Background
PFU is a dynamic organization that is committed to the sustainable development of agriculture, small-scale farmers, and vulnerable communities. With a focus on enhancing livelihoods, defending farmers’ rights, and fostering community resilience, PFU has been actively engaged in implementing various projects and programs for the benefit of vulnerable small-scale farmers.
PFU recognizes that the success of our agricultural initiatives is intricately tied to the experiences, concerns, and perspectives of our stakeholders. Whether they are local farmers, community members, project beneficiaries, or staff, each stakeholder plays a vital role in the impact and sustainability of our projects. Establishing a dedicated Complaint Mechanism is a testament to our commitment to being stakeholder-centric and ensuring that their voices are not only heard but actively contribute to shaping our organizational practices. The establishment of a Complaint Mechanism is driven by several key considerations: stakeholder inclusivity, transparency and trust, continuous improvement, and legal and ethical compliance.
Recognizing the importance of accountability and transparency, PFU seeks the expertise of a qualified consultant to develop a robust and effective Complaint Mechanism. This mechanism will serve as a vital tool for stakeholders, including community members, employees, and partners, to voice their concerns, grievances, or feedback related to PFU's operations and projects.
Purpose of the Consultancy
The purpose of this consultancy is to establish a structured and accessible Complaint Mechanism that empowers stakeholders to express their concerns in an anonymous way, ensures fair and timely resolution, and contributes to continuous improvement in PFU's operations.
Please submit the proposal (separate technical & financial offer) and requested documents by inhaled envelopes to the Palestinian Farmers Union headquarters (al-Bireh, close to the representative office of the Netherlands) no later than the 20th of December 2023
