Management Systems International (MSI) is a Washington, D.C.-area consulting firm founded in 1981. MSI has worked in over 100 countries and currently employs more than 800 staff worldwide. We help clients solve complex development challenges. MSI offers services in strategic communications and outreach; organizational development and training; strategy, evaluation and analysis; and gender and inclusion. MSI’s technical expertise includes implementation of a range of analytical and field projects in results-based management including strategic planning and program performance monitoring and reporting, monitoring and evaluation, policy implementation, institutional development, and training.

Responding to Local Priorities (RLP) is a two-year, United States Agency for International Development (USAID)-funded activity designed to respond to community priorities in the northern West Bank. It is implemented by Management Systems International (MSI). In cooperation with Palestinian partners, the activity is:

  1. Improving community services, conducting light repairs for buildings and public spaces, and providing short-term livelihood opportunities.
  2. Improving the ability of community organizations to help people cope with psychological stressors and improving the ability of local medical providers to better respond quickly and effectively to emergencies and crisis situations.
  3. Providing youth with meaningful access to economic opportunities, including short-term jobs, and working together with local youth and community organizations to expand activities and services that engage young people.

As part of RLP's objectives, MSI has small to medium refurbishment activities in Jenin, Tulkarem and Nablus in West Bank which need assessments, preparation bids documents and implementation supervision services. 

MSI seeks proposals from consulting engineering firm(s) to provide technical assistance to RLP team in the project refurbishment activities in Jenin, Tulkarem and Nablus in West Bank. The firm should demonstrate experience in civil, structural, mechanical, electrical and environmental engineering, with an exceptional track record and proven experience in implementing similar tasks as described in III.
