Assignment Title: Design, Development and Implementation of e-GP System

The High Council for Public Procurement Policies has received financing from the World Bank toward the cost of the Digital West Bank & Gaza Project and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include design, develop and implement an e-Procurement System in order to transform the identified activities of public procurement, to create a robust national procurement system.

 

The following are to be accomplished:

 

Design, Develop, Test, Install, Configure and Commission the System to satisfy the functional, technical and performance requirements described in the TOR.

Supply, Install and Commission the required operating systems, databases, security packages, software and communication tools required for installing and operating the System in the Government Computer Centre (GCC) or on the Government Private Cloud (GPC), with all configuration, tuning and partitions required for continued operational availability and disaster recovery.

Prepare comprehensive User Manuals, Training and Technical Documentation of the System.

Provide Maintenance and Support Services for the System for an agreed term after operational acceptance.

Provide onsite support for the System during the pilot implementation stage.      

 

The assignment will be implemented over a period of 24 months from contract signing to final acceptance plus two years of system maintenance and technical support services. The expected start date of the assignment is December 2022.

The High Council for Public Procurement Policies now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information that demonstrates their general experience in the ICT services sector and their specific experience with the TOR in the local and international market to perform the Services.

 

The shortlisting criteria are: core business, years in business, relevant experience, ability to mobilize technical resources, and the firm managerial capabilities. Key Experts will not be evaluated at the shortlisting stage.

 

Shortlisting Criteria

Core Business: a consulting firm shall have general experience in the ICT services sector and specific experience to the TOR in the local and international market

Years in Business: a minimum of 10 years of operating experience in the delivery of IT services, MIS products/solutions and ICT infrastructure. The Developer’s service profile must include analysis, design, development and installation services, training and technical support services, project planning and management services, ICT infrastructure architecture, installations and configuration services, and operational management and support services.

Relevant experience:

experience in the government sector, with at least 3 contracts satisfactorily completed over the past 7 years involving delivery of significant automation of government processes and/or implementing G2G, G2B and/or G2C e-services, out of which, it is desirable that ,at least one contract should have been implemented in Palestine.

experience in e-procurement systems, procurement automation and procurement e-service portals with at least one similar contract satisfactorily completed over the last 5 years in the government sector and should presently be fully functional

experience in the development of an Open Contracting Data Standard (OCDS) data model for the system would be a significant advantage

Ability to mobilize technical resources: the consulting firm shall demonstrate its ability to mobilize knowledgeable and experienced managerial and technical resources to implement this assignment

The managerial capability of the firm: the consulting firm shall demonstrate its managerial capability to manage the work and the team efficiently and effectively.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
