Develop an Outline Strategy for Following Up on the Recommendations of the Climate Change Conference

 

The Palestinian Farmers' Union (PFU) is broadly recognized as the Palestinian farmers' network with active Governorate Farmers' Associations (GFAs), members that represent farmers from all agricultural sectors and communities to defend their rights, and interests and to achieve a more secured and enabling policy, business environment. It provides quality services to strengthen farmers' skills to produce better, process and market their commodities, and better cope with shocks and changes.

In partnership with Oxfam, the Palestinian Farmers' Union (PFU) is implementing a project titled "Power  Voices Partnership, Fair4All" that aims to increase the accountability of government, responsiveness, and fairness through implementing better mechanisms related to agriculture policies that will achieve farmer aspirations and rights. PFU is also partnering with Oxfam to implement another project titled DGD funded (Directorate-General for Development Cooperation and Humanitarian Aid) titled Women, youth and other SSPs increase benefits in the fresh vegetable value chain as change agents” with 3 partners: Palestinian Agricultural Relief Committee (PARC), Rural Women Development Society (RWDS) and Palestinian Farmers’ Union (PFU) to make the fresh vegetable value chain more inclusive, fair and sustainable.

CONTEXT

The Palestinian Farmers’ Union (PFU), in collaboration with key stakeholders, organized a Climate Change Conference on May 30, 2023, aimed at addressing the critical impacts of climate change on the Palestinian agricultural sector. The conference brought together a diverse group of partners and representatives, including the Ministry of Agriculture, the Environmental Quality Authority, Palestinian Water Authority, local and international NGOs, academic institutions, private sector stakeholders, and international donors.

The primary goal of the conference was to engage a broad range of participants in discussing strategies for climate adaptation and mitigation in Palestine, particularly in the context of agriculture, water resources, and renewable energy. The recommendations resulting from the conference reflect the collective expertise of these partners and underscore the urgent need for action to safeguard Palestine's agricultural resilience in the face of climate change.

To ensure the effective implementation of the conference recommendations, the PFU seeks a consultant to develop an outline strategy in cooperation with the Climate Change Committee, which includes representatives from the Ministry of Agriculture, Environmental Quality Authority, civil society organizations, and other key stakeholders. This strategy will provide a structured approach to follow up on the recommendations and translate them into actionable measures at both the national and local levels

PURPOSE OF THE CONSULTANCY

The objective of the consultancy is to develop an outline strategy to follow up on the recommendations from the Climate Change Conference. The strategy should prioritize key actions, provide a timeline for implementation, and identify stakeholders responsible for each action. The consultant will work closely with the Climate Change Committee (can Palestine) and other relevant stakeholders to ensure alignment with national policies and sectoral plan.

SCOPE OF WORK

The consultant will be responsible for the following tasks:

  1. Review of Conference Recommendations
    Analyze and review the recommendations from the Climate Change Conference, ensuring a clear understanding of the key priorities for climate adaptation and mitigation in Palestine.
  2. Stakeholder Consultation
    Engage with the Climate Change Committee (can Palestine), government entities (e.g., the Ministry of Agriculture, Ministry of Environmental Affairs), civil society organizations, and academic institutions to gather insights and feedback on the implementation of the recommendations.
  3. Develop an Outline Strategy
Formulate an outline strategy for implementing the conference recommendations, including short-, medium-, and long-term objectives.
Define the roles and responsibilities of various stakeholders, including government agencies, civil society organizations, private sector, and international partners.
Identify key performance indicators (KPIs) to monitor the progress of the implementation.
Propose a timeline for the phased implementation of the strategy.
Include risk management considerations, particularly in relation to resource constraints, political challenges, and climate-related risks.
Action Plan and Prioritization
Develop an actionable plan that prioritizes the most critical recommendations, particularly those related to agriculture, water management, renewable energy, and sustainable practices.
Ensure that the strategy incorporates cross-cutting issues such as gender inclusion, youth participation, and environmental justice.
Collaboration with the Climate Change Committee
Work closely with the Climate Change Committee (can Palestine) to integrate their feedback and ensure that the strategy aligns with existing climate change policies and frameworks at the national level.
Final Strategy and Presentation
Present the final outline strategy to the PFU, Climate Change Committee (can Palestine), and other stakeholders for validation and approval. 

DELIVERABLE

The consultant will provide the following deliverables:

  1. Inception Report outlining the methodology, work plan, and timeline.
  2. Situational Analysis Report summarizing findings from the review of the conference and stakeholder consultations.
  3. Draft Strategic Plan with a detailed action plan for PFU’s review and feedback.
  4. Final Strategic Plan with a detailed action plan incorporating all feedback.
