Develop Case Study on the Impact of Amended Tax Refund on Farmers
Background & Introduction:
The Palestinian Farmers' Union (PFU) is broadly recognized as the Palestinian farmers' network with active Governorate Farmers' Associations (GFAs), members that represent farmers from all agricultural sectors and communities to defend their rights, and interests and to achieve a more secured and enabling policy, business environment. It provides quality services to strengthen farmers' skills to produce better, process and market their commodities, and better cope with shocks and changes.
In partnership with Oxfam, the Palestinian Farmers' Union (PFU) is implementing a project titled PVP "Power of Voices Partnership, Fair4All" that aims to increase the accountability of government, responsiveness, and fairness through implementing better mechanisms related to agriculture policies that will achieve farmer aspirations and rights. PFU is also partnering with Oxfam to implement another project titled DGD funded (Directorate-General for Development Cooperation and Humanitarian Aid) titled Women, youth and other SSPs increase benefits in the fresh vegetable value chain as change agents” with 3 partners: Palestinian Agricultural Relief Committee (PARC), Rural Women Development Society (RWDS) and Palestinian Farmers’ Union (PFU) to make the fresh vegetable value chain more inclusive, fair and sustainable.
CONTEXT
After years of advocacy and lobbying efforts on tax refund, PFU was able to activate the tax refund law for the plant producer farmers, and amend PADRIFF, in favor of farmers and the cancellation of the law that requires a 30% deduction on tax reimbursements for plant producers (plant producers will now be reimbursed 100%).
These changes have potentially affected farmers and their economic viability. To understand the implications, a comprehensive case study is required to study the impact of the amended tax refund policy on the livelihoods of farmers, with a specific focus on plant producers, particularly vegetable farmers in Palestine.
The Palestinian Farmers Union (PFU) aims to provide a complete and in-depth understanding of the tax refund policy implications. This case study is designed to shed light on the newfound opportunities and challenges in the agricultural landscape as a direct result of the amended tax refund policy. Through this analysis, the study contributes to the broader goal of advancing the sustainable development of the Palestinian farming sector. It will offer valuable insights into how the policy change affects farmers' economic sustainability, their access to financial benefits, and the support they receive from the government, thereby guiding future policies and initiatives to benefit the Palestinian agricultural sector.
PURPOSE OF THE CONSULTANCY
- Develop a comprehensive case study describing the impact of the amended tax refund policy on Palestinian farmers, specifically plant producers. This will provide in-depth information on the economic, operational, and governmental dimensions of the policy change, including statistics on the financial benefits experienced by farmers, the number of farmers who applied for the tax refund, the success rate in obtaining refunds, and the timeframes for the refund process, and the number of farmers who received tax refund. It will also include information on the implications for the economic sustainability of farmers.
- Identify avenues of improvement to the economic, operational, and governmental dimensions of the policy change in relation to the Tax refund.
