Introduction
In partnership with Global Communities and with generous fund by the United States Agency for International Development (USAID), the Good Shepherd Youth Club is currently implementing a project entitled “Enhancing institutional capacity of Good Shepherd Youth Club, with relevant activities”. As part of the ACA Grant, the project aims to strengthen its institutional development to carry out activities and initiatives serving and interacting with local communities. The project responds to community needs, youth needs and interests, the improvement of the organization’s staff knowledge and skills and the enhancement of the organizational capacity, policies and manuals.
The Good Shepherd Youth Club is seeking an expert who will be responsible for conducting a new strategic plan for the organization for the next five years (2025-2028), as well as review and update the Financial, HR and procurement manuals.
General Background
Good Shepherd Youth Club is a nonprofit sport, scout, social and cultural club, was established in Jericho City in 1984, by a group of students and graduates from Terra Santa School- Jericho, in cooperation with Custodia Terra Santa and the parish’s dignitaries in the city. The club was then successfully and officially registered at the Palestinian Ministry of Youth and Sports, under registration number 806. The main idea behind the establishment of the club was to create a safe place and atmosphere for youth to gather and spend their leisure time starting with sports activities, where the club successfully proved its existence by promoting and leading one of the first and most successful basketball teams in Palestine.
In an expansion of its efforts to work closely with youth, empowering them and building their capacity, Good Shepherd Youth Club (GSYC) is being more active recently in providing programs and services to benefit mainly youth and teens, and children and families in general. In 2014 the club collaborated with IREX to implement a partnership Program with Youth (PWY) program funded by the USAID, by which the Good Shepherd Youth Cultural Centre/ Youth Development Resources Center (YDRC) was established to serve as a hub for youth to access various educational, recreational and leadership opportunities while serving their community; as well as providing cultural, sports and social activities and programs. Youth Development Resources Center and later to the foundation of the Good Shepherd Youth Cultural Center was considered as part of this newly established and registered center.
In 2017, the cultural center along with the effort of its management has successfully obtained a certificate of registration from the Ministry of Higher Education, allowing the center to proceed with providing various cultural and educational training courses and programs officially and legally that will benefit all the children, teens, and youth in the Governorate of Jericho. These courses include but are not limited to Information technology, media, leadership, job hunting and employment, languages etc.
Purpose and Scope of Assignment
The overall objective of the assignment will be to develop a “Strategic Plan” and review and update the manuals (Financial, HR and procurement) for the Good Shepherd Youth Club (GSYC) and incorporate the club’s main stakeholders throughout the process of developing the strategic plan. The consultant will be expected to develop a Three-year strategic plan for the club, including indicators and measurement tools and review and update the main manuals of the organization including the financial, HR and procurement manuals.
The development of a Strategic Plan and the updating of the manuals for GSYC will be led by an external expert in close coordination with the Board of Directors and Executive Director.
The consultant will be responsible for undertaking the following tasks:
- Coordination with BoD and Executive Director.
- Preparation of an inception report.
- Facilitate a workshop to consult with members and identify priority areas for strategic orientations over the next three years. The workshop will rely on participatory methods, including brainstorming sessions, and mutual reviewing of current programs and activities.
- Draft a complete strategy plan, outlining clear objectives, target activities, allies, deliverables, and indicators, as well as an implementation plan for 3 years.
- Share the draft Strategic Plan with BoD, Executive Director, and staff during feedback session.
- Prepare GSYC’s final Strategic Plan incorporating comments.
- Meet with the BoD and Executive director regarding their insights and expectations from the updated manuals.
- Review the current manuals (Financial, HR and procurement).
- Share a draft for the updated versions of the manuals.
Methodology
The methodology will be proposed by the consultant. The consultant will work closely with GYSC staff as the designated contact point in setting up meetings and exchanging information. The consultant will prepare an inception report prior to the commencement of developing the strategic strategy. The inception report will present the proposed methodology, a matrix and instruments that will be used for the purpose of conducting interviews, organizing workshops, conducting desk study, collecting field data and proposed timetable for the entire process (action plan). The strategy work will be concluded with a feedback session where initial findings are presented to the BOD and Executive Director for their comments.

The strategies development and updating the manuals will include meetings and workshop with the Board of Director, Executive Director, staff, and relevant stakeholders.

Key qualification, experience, and skills of the consultant
The candidate should possess the following skills and competencies:
∙ At least post graduate degree in a social science field.
∙ In-depth knowledge and understanding of culture in general and clubs/ cultural centers and youth programs specifically in Palestine.
∙ Extensive work experience and proven record in strategic management, advocacy, policies and manuals.
∙ Demonstrate experience of having undertaken similar assignments.
∙ Good analytical and documentation/report writing skills.
∙ Good communication skills.
∙ Excellent command of oral and written English and Arabic.
Key deliverables
The consultant should submit the following key deliverables:
- Inception report: Outlining details of activities with proposed methodology and timeline/ delivery dates (schedule of workshop and feedback session).
- Draft Strategic Plan for feedback and comments.
- A final Strategic Plan including indicators and measurement tools.
- A final review of manuals for Financial, HR and procurement procedures and policies.
