Development of Communication Strategy
Background
QADER for Community Development is a Palestinian non-governmental, not-for-profit, and independent organization dedicated to promoting better well-being of persons with disabilities in Palestine. QADER is part of the SIDA framework project implemented by Save the Children International in oPt - SCI and funded by the Swedish International Development Cooperation Agency – SIDA.
The Project aims to improved capacity of states to respect and fulfil children’s rights to survival, learning and protection as part of their overall obligations to uphold children’s rights for the most marginalized children through enhancing child participation, inclusion, and increased budget allocation to children and child rights monitoring and reporting.
QADER is responsible for specific activities related to promoting children with disabilities’ rights governance.
Purpose of the Assignment
The aim of the assignment is to develop a communication strategy for QADER along with various communication and media tools that incorporates customized approaches to effectively inform and engage various types of stakeholders and beneficiaries about QADER’s work and interventions.
Scope of work:
The consultant shall carry out the following tasks:
- Develop a communications strategy for QADER to enhance the awareness, understanding, and knowledge of the public, of key stakeholders in the government, private sector, civil society, etc. at the national and community levels. The strategy should include a guideline for all communications on QADER’S work to ensure consistent formats for publications and communication products.
- Identify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages and ensure high engagement of stakeholders.
- Conceptualize, design, and develop communication materials on QADER’s work and interventions with appropriate and relevant messages tailored for key stakeholders using various formats as appropriate such as brochure, infographics, video story boards and idea, other communication tools as needed.
- Develop an implementation plan for the advocacy and communication strategy including the annual activities related to advocacy and communication.
- Review and update QADER’s website to ensure it is in line with the communication plan.
- Conduct training and coaching for QADER’s team on the implementation of the communication strategy.

Qualifications
- Minimum a bachelor’s degree in one or more of the following: Mass Media; Communications, Journalism, or other relevant fields.
- Demonstrate prior experience in developing a communication strategy, ideally in the development context.
- Have at least five (5) years of progressively advanced experience in strategic communications, public advocacy, which must include developing communications and advocacy strategies.
- Have experience in producing good communication and advocacy materials.
- Have a good understanding of disability issues.
- Have excellent proven written and spoken English and strong oral and written communication skills.
