Tender Description

The Nablus Boulevard project consists in the redevelopment of an industrial brownfield site located in the Eastern part of Nablus, creating new shared public spaces, and generating new mixed usages. The city of Nablus, and more particularly its Eastern side, lacks green and public spaces. Beyond the transformation of an urban district, this project aims at paving the way for a much more ambitious, broad, and sustainable urban transformation. It should reflect the desire to better connect the eastern and western areas of the city.

The project aims at enhancing the quality of life of Nabulsi citizens through sustainable and integrated urban development, by creating new shared spaces, services, and facilities. The project was initiated as part of a cooperation program between Nablus Municipality and the City of Lille (France) and funded by a FICOL Program (Funding Facility for Local Authorities, AFD - French Development Agency). Both parties identified the need to provide the population of Nablus with more green and open public areas for all, and to requalify the existing industrial architecture heritage.

The project includes urban studies for the whole site, feasibility studies for the refurbishment and reconfiguration of the two old industrial buildings located on the site, the participative approach to project development (through a Project House), mapping and matchmaking with investors and managing organizations to operate services in the new refurbished spaces, as well as transversal assistance to project governance.

A consortium of experts has been selected through a tender process. They have the responsibility to develop a detailed urban plan, including assessment and programming of infrastructure and work requirements, projected demand, the green space management and maintenance plan, the project allotment plan, the operational setup note, the phasing plan, Cost estimates and BoQ.

FMDV (Global Fund for Cities Development) and SETEC are working in close collaboration to provide support to the consortium of experts recruited to design and develop the detailed Urban Plan, including with the financing and economic models of the project. As such, FMDV is positioned as an upstream support for the design and production of the expected models and reports and as downstream support for the review of the consortium’s deliverables.

FMDV is seeking a consultant/joint venture to strengthen the consortium of experts in the implementation of the component 3 of the "Nablus Boulevard" project, in conjunction with the other project components. The consultant/joint venture will have a role of external economic expertise and will provide recommendations with regard to the methodology and tools used and will develop the initial investment plan and the program’s economic model, with the objective of producing deliverables mentioned in the Terms of Reference.

More specifically, the consultant/joint venture’s objectives in the project are the following:

  • Develop the program's initial investment plan, including investment and management costs inherent to the project (Cost Estimates and BoQ are under the responsibility of the consortium);
  • Develop the program's economic model: in addition to the investment plan, the consultant/joint venture will provide support to the consortium in detailing the project's economic models, indicating projected expenditure over a 10-year period, the extent of the local market needs for specific services, and possible resource options;
    • The possible resource options should include potential incomes generated by the program and local economic development as well as potential local and international financial & technical partners;
    • The proposed economic model based on the current situation in Nablus and in the West Bank should be sustainable and represent a success story. If needed, additional economic studies should be undertaken to ensure viability;
    • The consultant/joint venture should be able to suggest any amendment to the planned activities to ensure the sustainability of the operation of the buildings and the public space;
  • Identification and linking with potentially interested financial partners.

In coordination with FMDV, the consultant/joint venture will also:

  • Establish links with potential partners, to present the initiative and mobilize the funding required for the program's successful development.
  • Provide capacity-building and support for Nablus city departments in budget and investment planning.
