Development of the Organizational STRATEGIC PLAN (2021 – 2024)
Objective of the Assignment
PWWSD aims to develop its Strategic Plan for the period 2021 – 2025, henceforth defining key development and operational results for the next five years. The Strategic Plan will be based on four key thematic priorities that were identified by PWWSD’s team during the Strategic Plan review process in 2019. These are: (1) Women Political Empowerment; (2) Women Economic Empowerment; (3) Combating SGBV and Economic Violence; and (4) Promoting Women Peace and Security Agenda. PWWSD programmatic environment is constantly changing and is characterized by an evolving policy and political environment, growing stakeholder numbers and expectations, evolving staffing structure and capacity, amongst other factors. The Strategic Plan will therefore build on:
The national context and political developments in Palestine, national strategies and development priorities including Gender Equality and Combating Gender Based Violence national Strategic Plans;
Current and emerging trends related to GEWE;
PWWSD’s mandate towards achieving its strategies objectives and related results grounded on the Sustainable Development Goals (SDGs), the 2030 development agenda gender equality commitments, and the Convention on the Elimination of all forms of Discrimination against Women (CEDA), and other relevant normative frameworks;
Key lessons learned from relevant evaluations and reviews of PWWSD’s programmes over the past years.
To this end, PWWSD would like to recruit a short-term national consultant to conduct desk review of relevant documentation in order to draft the new Strategic Plan that is in line with the organizational mandate and mission statement. The consultant should employ a consultative and participatory approach throughout the development and drafting of the Strategic Note by involving UN Women staff, other UN agencies operating in the country, strategic partners and key donors and stakeholders in the process.

Updated curriculum vitae(s) that clearly spell(s) out qualifications and experience in relation to this assignment;
A tentative detailed plan of work;
Contacts of 3 organizations that have recently contracted the consultant/firm to carry out a similar assignment; and
Financial offer: budget breakdown of the proposed costs in ILS including VAT and all administrative costs.
