Digital Video Diaries Production – Storytelling Videos 

BACKGROUND

EcoPalestine is the Palestinian affiliate of EcoPeace Middle East, a unique, regional, environmental peacebuilding NGO that brings together Palestinians, Israelis, and Jordanians to work collaboratively to advance sustainable regional development and the creation of necessary conditions for lasting peace in the region. EcoPeace combines top-down policy change with bottom-up community-based constituency building; encouraging youth and local constituencies to call for and lead cross-border solutions to regional water issues that facilitate the advancement of community interests, and showing decision-makers that it is not possible to disengage decision-maker’s environment while highlighting the national self-interests and mutual gain of cooperation.

The concern over climate change and the environment is on the rise in the region. Drought, heat waves, floods, severe weather conditions and storms are increasingly alarming. Air pollution and solid waste are of major distress for the people everywhere. Water resources are disputed, and the land is under heavy human construction and transformation. The Palestinians, as all the peoples in the region, are affected by the deterioration of the environment and the looming disaster if people and their governments did not act and help keep the environment safe. 

Project Summary

An innovative Storytelling Project is currently underway by EcoPalestine/EcoPeace Middle East with the purpose of providing a comprehensive framework to facilitate a better understanding of environmental challenges and concerns of Palestinians, particularly those relating to water resources, water resilience, sanitation issues and climate change which require regional cooperation for resolution. Accordingly, our objective is to develop a series of five short video diaries that narrate the stories of two Palestinian youths and three Palestinian women. The video diaries will capture their real-time reactions, thoughts, and experiences on the spot. Our objective is to create a compelling narrative that raises awareness and fosters dialogue about environmental issues that affect the Palestinian community through this initiative.

Project Description

A total of five high-quality video diaries will be produced, each ranging from 2-4 minutes in length, highlighting five different individuals who have personal experiences regarding cross-border water pollution and its impact on their lives. Potential participants will be identified, visited in their own environments, and their stories will be recorded. In order to ensure a wider reach and impact, these videos will be made available online on our platforms as well as shared with our partners.

Technical Specification

As part of the contract, the service provider will be responsible for delivering the following within the scope of work with the communication and Content Development officer at EcoPalestine/ EcoPeace Middle East – Ramallah Office: 

Develop the overall storyline/storyboard/scripts for the 5 video diaries and finalize those with inputs from EcoPeace Middle East Work.

Producing 5 video diaries (script writing, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work etc.) according to EcoPeace Middle East and Partners standards. Timeline will be discussed during the contract signing stage starting August 2023. 

The recording and editing of narration and voice over, as directed by the EcoPalestine/ EcoPeace Middle East focal point, should be done as needed;

The videos should have subtitles embedded;

Translate the scripts, voice-over and texts as required (from Arabic to English).

Conduct filming on-site in different locations in West Bank for collecting interviews and footages as per the script/storyboard under the guidance/in close collaboration with the communication and content development officer. Shooting will take place in minimum of 5 locations (North, South and the Jordan Valley) that will be determined upon the contract signing. 

Take aerial footage using drones after securing necessary permission from the authorities (done by the service provider).

Edit videos, create motion graphic elements, incorporate subtitles/narrations and voice-over and all aspects required in the production of final outputs.

Arrange a viewing of the first draft of the video to incorporate feedback and review of content as necessary to produce the final outputs.

Submit all the deliverables within the time-frame set out in the contract.

Include appropriate EcoPeace Middle East branding and crediting of EcoPeace Middle East ownership for the produced videos.

Selection Criteria, Contract Type & Duration: 

It is the intention of EcoPalestine to award the contract for services / goods. 

The period of performance will be (4.5) months from the date of the award expected first of August 2023

Working closely with: Communications and Content Development Officer at Eco Palestine / EcoPeace Middle East.

Selection Criteria: The quotation that complies with all the specifications, requirements and offers the lowest price, as well as all other evaluation criteria indicated below, shall be selected. Any offer that does not meet the requirements shall be rejected.

Evaluation wight:  70% Technical and 30% Financial

Companies Experience and Requirement: 

Minimum of three (3) years’ documented work experience in film/reportage/documentary writing, producing, directing, and editing.

Access to highest quality filming, light, sound and editing equipment. 

Technical Workplan: The service provider shall submit a detailed technical work plan and suggested agenda that responds tothe tasks, deliverables.

Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining a high level of professionalism.

Ability to communicate and conduct interviews in Arabic and English 

Track record of successful materials filmed in the region and/or on similar topics would be an asset. 

EcoPalestine reserves the rights on all information pertaining to this project (Videos, audio, digital, cyber, project documents, etc), which the Company may come into contact within the performance of their duties under this service. It shall strictly remain the property of Ecopalestine / EcoPeace Middle East who shall have exclusive rights over its use. Except for the purposes of this assignment, the information shall not be disclosed to the public nor used in any other form, without written consent of EcoPalestine / EcoPeace Middle East, in line with the national and International Copyright Laws applicable.

All PROPOSALS SUBMITTED MUST INCLUDE THE FOLLOWING INFORMATION—FAILURE TO PROVIDE ALL INFORMATION REQUESTED MAY RESULT IN THE DISQUALIFICATION OF YOUR PROPOSAL:

Detailed company profile & sample of relative work should be submitted along with the proposal.

Ability to provide Tax Invoice and valid deduction of source. 

Registration certificate and indicating the authorized person for contracting purposes.

CV & cover letter (professional experience, certificates, and related projects for the assigned team

Reference letter and contact details from previous jobs/projects (3 minimum)

Detailed financial offer (Price Proposal Schedule) in ILS including tax. 

Documentation of validity of prices for 90 days.

Detailed draft workplan (Time Schedule/Target task) for the requested outputs. 

TERMS of payments.

20% Submission and approval of story board and script 

40% Submission and approval of edited videos recording of scenarios captured and the footage of the recorded stories with the subtitle. 

40 % Submission of satisfactory completion of the video diaries production and the submission of all final and RAW materials
