  1. General Background

 

Oxfam is an international confederation counting 19 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territories since the 1950s; a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities in Gaza, East Jerusalem, and Area C.

  1. Project Background

 

Naseej is a regional project that connects women’s voices and actions to end violence against women in the MENA region. The project will tackle Sexual and Gender-Based Violence (SGBV) in conflict and occupation-affected areas by channeling financial support to women’s rights and civil society organizations and community-based organizations (WROs, CSOs, and CBOs) to prevent and respond to SGBV. This will be done in parallel with technical and capacity-building support to strengthen capacities in these organizations to support their work in conflict and occupation-affected areas.

 

The project’s overall objective/Impact is to contribute to more gender-equitable societies in Iraq, Yemen, and the Occupied Palestinian Territory (OPT), in which women and girls live free from violence across all spheres of life. The Specific objective of the project is to support women's rights civil society organizations (WROs) in the target countries to effectively prevent and respond to sexual and gender-based violence (SGBV) during the conflict

 

The Intermediate Outcomes of the project are 1) partner WROs show improved organizational capacity to function more independently and effectively to deliver prevention, response, and advocacy programs/initiatives on ending SGBV, 2) SGBV is less socially acceptable in targeted communities, including among men and boys, and 3) Oxfam and WRO partners more effectively influence national and international policy and decision-makers on SGBV policy and legislation and international humanitarian law (IHL) obligation.

 

  • Objective of the service

 

The assignment aims to produce a documentary film on the implementation of the Naseej Project in oPT, to present and display a quick and attractive summary of the project’s lifetime by capturing key moments and conducting several interviews. With the support of Oxfam, the film should be able to recap interesting and crucial activities, initial results, success and challenges, as well as future direction, to advocate for more sustainable and strategic projects such Naseej.

It is expected that the service provider will have multiple field visits to both Gaza Strip and the West Bank to film ongoing activities and document previous activities through interviews, site visits and using previous video materials from partners. The documentary should highlight and reflect the positive impact of the Naseej project on partners and beneficiaries.

 

  1. Scope of the service

 

Under the supervision of the Naseej team in oPt, the service provider will be required to complete the following tasks:

  • Task one: develop the structure of the documentary in consultation with Oxfam including the concept and the scenario.
  • Task two: develop the documentary script and storyboard that will be used during the shooting and the production phase.
  • Take three: conduct field visits to all partners in both Gaza Strip and West Bank to document previous activities and interview representatives from partners or beneficiaries.
  • Task four: shooting and documenting ongoing/upcoming activities to integrate with the documentary.
  • Task five: produce a documentary film of approximately five to six minutes in Arabic with English subtitles.
  • Task Six: present the draft documentary to the project team for review and comments.
  • Task seven: finalize the documentary incorporating the comments arising from the presentation to the project team. The film should be produced, at the highest market quality standards, in high-definition, fast-paced and colorful, with clean stylistic touches.
  • Task eight: the service provider should submit all raw footage and film on an external channel.

 

 

 

 

  1. Deliverables, payment distribution and timeframe:

 

  • Detailed timeline, work plan and draft outline, as well as detailed budget and shooting schedule. (30%)
  • First cut of the documentary. (30%)
  • Project files and all raw materials. (10%)
  • Final cut of the documentary. (30%)

 

*The total duration of the assignment will be four months. Noting that Oxfam will coordinate with the service provider for documenting specific activities that will be implemented within the time frame to be part of the documentary. The assignment will be based in the West Bank and Gaza Strip, and accordingly, the service provider should be able to access Gaza and film there.

 

 

  1. Required Experience and Qualifications:
  • At least seven years of documented work in filming, production, documentary writing, editing and directing.
  • Access to the highest quality of equipment in filming, lighting, sound and editing.
  • Ability to deliver under strict time frames, high production and quality standards.
  • Track record of successful productions similar to the objective of this assignment.
  • Proven experience in producing development work-related documentaries for INGOs with the aim of reaching out to both local and international audiences.
  • Knowledge and proven work on gender-related projects in the Palestinian context.
  • Previous experience in working on EU-funded projects.

 

  • Application:

Interested consultants are invited to submit an Expression of Interest (EoI) with the experience and skills described above. The EoI must include the following:

  • A cover letter introducing the consultant/ company and how the skills and competencies described above are met, with concrete examples (company profile outlining similar experience including the type of task).
  • Personal CVs for individual employees to take part in the assignment, highlighting qualifications and experience.
  • Equipment and kits available for the use of the firm.
  • An outline of the proposed process and key considerations, including 1) a proposed technical offer, and 2) a detailed financial offer/costs. It is expected that the financial offer includes a budget breakdown of costs. *The submitted offers should be in Euro excluding VAT.
