Animation About National Land Protection of Area C Mechanism Manual

PFU in Partnership with Oxfam is implementing a new project funded by EU, entitled “Promotion of inclusive agricultural growth to ensure improved living standards and resilience of vulnerable communities in Area C of the West Bank”. The project aims to Increase the income of small-scale women and men farmers and the protection and the use of their lands in Area C through upgraded capacities, improved land and water management practices and policies.

Under this project, PFU developed a manual titled “National Mechanism for Land Protection” that identifies the Israel military orders and how farmers should be prepared to face these orders. The manual included seven different orders. Farmers awareness on the legal aspects on how to protect their land regarding these orders should be raised. In addition, under this project, another government policy framework and practical interventions (To encourage agricultural investments in Area C/ focusing on the Jordan Valley) was developed to present a viable policy framework that focuses on agricultural investment in Area C by developing a set of policies, interventions and proposals that serve potential projects, recommend how to best implement them, and how to avoid the risks of the occupation policies. Finally, in October 2021, PFU organized the ‘Encouraging Agricultural Investments in Area C’ conference which aimed to inform businessmen and women on incentives gained to encourage them to start new businesses and partnerships with local cooperatives in Area C.

Therefore, PFU is seeking a service provider that will:

• Produce seven short storytelling style animations based on the above-mentioned manual that will guide farmers and landowners in Area C on how to protect their land from confiscation. The animations will highlight each military order (7 orders) that threaten land and how can farmers protect their lands and strengthen their existence in Area C. 

• Produce ten social media cards with creative content that will tackle the encouragement of agricultural investment in Area C. The content will be developed by the service provider and Oxfam and PFU will provide some insight to assist.

• Ensure the reach of these animations and social media cards through using the proper social media channels to target the residents of Area C and investors to encourage them to invest in Area C.
