INTRODUCTION   

Right To Play is a global organisation that protects, educates, and empowers children to rise above adversity using play. By harnessing play, one of the most powerful and fundamental forces in a child’s life, we helped 2.3 million children last year to stay in school and out of work, to prevent life-threatening diseases like HIV and malaria and to stay safe from exploitation and abuse. We are the only global development organization focused exclusively on using play to transform the lives of children and youth impacted by poverty, war, disease and inequality.

Established in 2000, Right To Play is headquartered in Toronto, Canada and has operations in 15 countries across North America, Europe, the Middle East, Africa, and Asia.

Right To Play has been working alongside communities in Palestine since 2003. Current programs include a focus on empowering children through transformative education, namely through child-centered teaching and the rehabilitation   of safe and inclusive classrooms. Right To Play also engaged in life skills development inside and outside the classroom.

PROJECT SUMMARY

Right To Play Palestine is implementing a project in collaboration with the Ministry of Education ‘Enhancing Quality and Inclusive Education” in the West Bank’ (EQIE) Project.

The overall goal of the project is to enhance quality and inclusive education as it relates to SDG 4, the underlying principles within the SDGs of “leave no one behind”; Palestine Government Education Sector Strategic Plan (ESSP) 2017-2022 (West Bank); and the priorities of CSO partners (Gaza).

The main objectives of the project are to: 1) Improve children’s minimum proficiency level in reading, focusing on children in primary Grades 1-4 in the West Bank (Nablus, South Nablus, Hebron, Yatta, Salfeet, Qalqiliyeh, Tulkarem and Tubas); and 2) Increase access and retention of out-of-school children with disabilities on the Gaza Strip (Rafah, North Gaza, Middle Gaza and Gaza City). A total of 678 educational staff will be trained on play-based learning teaching practices to enhance children’s reading skills, 6,676 children will be provided with learning materials, 2,100 parents will be trained to implement supplemental reading activities for children outside school, 9 CSO partners will be trained and mentored on organizational development needs, and 250 out of school children with disabilities will be supported to enrol into target educational institutions, temporary learning spaces or alternative education programs. Collectively, these efforts will create safe and supportive learning environments and more equal and inclusive learning opportunities for Palestinian refugee girls and boys.

DESCRIPTION OF REQUIRED SERVICE AND IMPLEMENTATION METHEDOLOGY

Rational and purpose of the assignment

In 2020, Right To Play with the collaboration of MoE – Supervision Department contextualized RTP Literacy and Numeracy manuals to enhance the children’s minimum proficiency level in reading and Math.

After two years of implementation, a Technical Task Team will be formed to steer the finalization of the Literacy, Numeracy Manuals and SNAP (Students Need Action Pack) packages for Palestine to support the sustainability of the approach for all Palestinian schools in WB and Gaza.  The Technical Task Team expected to meet periodically during the project implementation with the goal of garnering and incorporating technical feedback into the Literacy, Numeracy Manual and SNAP models for Palestine.

The Educational consultant will be leading RTP Team within the technical team and expected to provide the following services:

The Educational consultant will be working closely with Right to Play team (Program Manager and Project Officer, Training Officer and Field Facilitators) and MoE to support in analysing and mapping the new Right To Play Literacy and Numeracy manuals to meet the curriculum challenges and the different aspects of inclusive education and advises on identifying appropriate changes and modifications to ensure that the needs of all students, teachers and schools are met;

The Educational consultant also will provide technical inputs to the Monitoring, Evaluation and Learning Specialist/Officer on the development of education-related performance measurement frameworks, baseline assessments and evaluations.

Orientation meetings will be conducted to ensure a good understanding between RTP project team and the Educational Consultant on objectives, possibilities, limits, and expectations. During this phase, the work plan will be updated and agreed on between the 2 parties by (5th July 2022)

The Educational Consultant will ensure gathering feedback from teachers trained on these three technical components incorporated into the packages to improve upon their content and delivery

Support models that can further improve the quality implementation of the L/N/SNAP approaches.

Support exit and sustainability plans for the identified approaches.

Develop summative reporting documents for programs and submit progress and final reports.

The selected consultant needs to submit a work plan at the beginning of the process.

SERVICE DURATION AND LOCATION

The assignment shall start on 3rd, July 2022 and ends on 15th, Dec. 2022.

The whole service will take (60) days upon a plan.

The locations of this service will be at MoE schools in the WB (Salfit, S. Nablus, Hebron, Nablus).

Implementation Conditions:

The above steps will be carried out under the overall guidance, support, and supervision of the EQIE project team in Right to Play.

Selected provider should adhere to MoE and Right to Play policies on Gender Equality, Positive Discipline and Child Protection.

Experience required

Master’s degree in Education or related field; or equivalent combination of education and experience.

5 years’ experience implementing and providing technical guidance on basic education programs and liaising with government officials. Proven experience in project planning, report writing, networking, partnership-building, and working with NGOs. Significant experience in designing and delivering training and/or the development of education materials and resources.

Understanding of active learning approaches, particularly play-based learning

Knowledge and understanding of best practices in basic education programs, including technical experience in teacher training and resource and curriculum development

Fluency in written English and Arabic language skills are required.

Interpersonal and communication skills, technical reports writing skills, working knowledge of engineering and MS office applications.

ToR Conditions

The prices submitted should be in: ILS and Including Tax.

All price offers should be signed and sent in electronic copy

The service provider should have a valid deduction at source certificate, otherwise, Right To Play will deduct the due taxes according to the local law which is 10 % from the total cost of the contract and pay to the MOF.

Transportation and other related costs to this assignment will not be covered by RTP.

Payment

RTP will pay the Consultant on deliverables submitted as 100% of payment on submitted payment request and have it approved by RTP at the end of the activity, from RTP’s bank account as a wire transfer to the service provider bank account.

The Consultant should submit a tax invoice or financial request for the payment.

This contract is subject to the Palestinian income tax law.

Payment is subject to RTP approval of the submitted deliverables.

Liability

The first party: RTP as the responsible body for the project

The second party (service provider/ Consultant) is not a RTP employee and has no benefits.

Evaluation  

 The offers will be evaluated according to the following criteria:

70% Technical Offer; should include a resume, commitment to RTP timeline and quality of work sample provided, previous experience and the LOE
