Tender Description
TERMS OF REFERENCE
OBJECTIVE:   Right  To  Play  PT  is  seeking  an Engineering  consultant  with   knowledge and  experience  in  Designing, renovation and maintenance , to support in the rehabilitation of classrooms with Right To Play – Gaza
 
1.0 BACKGROUND
 
Right To Play was established in Palestinian Territories in 2003 with the mission to provide underprivileged children with access to quality play-based learning and equip school staff with necessary skills and knowledge to promote child rights, safety and protection of children and gender equality. Right To Play works with different partners across the West Bank and Gaza; among of which: Ministry of Education and Higher Education (MoEHE) and The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) are its education partners.
 
2.0 Project:
Towards Gender-Responsive and Empowering Education for Refugee Girls and Boys in the West Bank and Gaza (TOGETHER) Project 
 
Right To Play Palestine is launching a new project in collaboration with Global Affairs Canada (GAC) ‘Towards Gender-Responsive and Empowering Education for Refugee Girls and Boys in the West Bank and Gaza’ (TOGETHER) Project which will work towards improved, safe, supportive and gender-responsive education for girls and boys in grades 1-9 enrolled in every United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNWRA) school in West Bank and Gaza (370 schools). This will be achieved by i) integrating gender-responsive play-based learning into teaching practice by primary teachers; ii) equipping girls and boys to respond to and overcome conflict and violence (including gender-based violence) by building the capacity of school counsellors and physical education teachers to deliver gender-responsive play-based psychosocial support activities; and iii) improving the response of school officials, UNRWA staff, mothers, fathers caregivers and community members to address the gender-based education needs of girls and boys. Collectively, these efforts will create safe and supportive learning environments and more equal and inclusive learning opportunities for Palestinian refugee girls and boys.
 
DETAILED SCOPE OF WORK
 
The Engineering consultant will be working closely with Right To Play team (Country Director, Program Manager and Project Officer) and UNRWA engineering unit to coordinate, Supervise and monitor refurbishment work  of 117 classrooms at UNRWA schools in Gaza within TOGETHER project 
The Engineering Consultant is responsible for the following:
  • Conduct field visits to target schools, assess and identify needs and requirements and provide recommendations for each location in cooperation with UNRWA and Right To Play staff according to the budget and scope of work. 
  • Verify set of work needed in the identified schools and classrooms guided by the minimum standards for renovating classrooms approved by RTP and accepted by UNRWA.  
  • Prepare Bill of Quantities BOQ and price quotations from at least three contractors for each type of work - such as maintenance and furniture - or provisions, including technical and financial evaluation in coordination with Right To Play. 
  • Prepare, design and plan for each location in cooperation with the UNRWA engineering department and RTP.
  • Prepare the tendering documents and the drawings for each classroom and being part of the tendering/selection committee. 
  • Follow up the contractors until the renovation is completed.
The selected consultant needs to submit a work plan at the beginning of the process; supervise and follow up with the contractors and suppliers; conduct minimum 3 field visits per location (school); at the beginning, during the process and at the end of the implementation, the number of visits is subject to increase according to the requirements of implementation to ensure the quality needed.  Provide periodic progress updates to Right To Play, Provide Right To Play with high resolution pictures before, during and after the process for each location to document the progress of the work. Control the quality of work and apply safety measures; especially for children. Ensure to complete the designated work within the timeframe, budget and quality standards
 
KEY DELIVERABLES AND TIMELINE and Financial Offer (NEGOTIABLE AND TO BE FINALIZED WITH RTP STAFF)

5.0. QUALIFICATIONS
  • Bachelor’s degree in civil engineering, interior design or related field
  • Registered in the engineer’s syndicate.
  • At least 3 years’ experience working on small/ medium scale civil engineering/ Designing, renovation and construction projects.
  • Previous working experience with UNRWA
  • Past experience in rehabilitation activities is essential.
  • Fluency in written English and Arabic language skills are required.
  • Interpersonal and communication skills, technical reports writing skills, working knowledge of engineering and MS office applications.
6.0 CONDITIONS
  • The project is VAT exempted therefore prices submitted should be in: ILS and Excluding VAT.
  • All price offers should be signed and sent in electronic copy 
  • The Engineering consultant should have a valid deduction at source certificate; otherwise, Right To Play will deduct the due taxes according to the local law which is 10 % from the total cost of the contract and pay to the MOF.
7.0 PAYMENT
  • RTP will pay the Engineering consultant on deliverables submitted on a monthly basis per number of working day, from RTP’s bank account as a wire transfer to the consultant’s bank account.
  • Consultant should submit a tax invoice or financial request for the payment.
  • This contract is subject to the Palestinian income tax law.
8.0 LIABILITY
  • The first party: RTP as the responsible body for the project  
  • The second party (Consultant) is not an RTP employee and has no benefits. 
9.0 Evaluation: 
The offers will be evaluated according to the following criteria: 
  • 70 % Technical Offer; should include a resume, Action Plan detailing methodology of work and # of working requested 
  • 30 % Financial Offer; should include:
  •  Number of working days needed to complete the work
  • Cost per working day.
  • Number of working days for other tasks, if needed.
