TERMS OF REFERENCE

QUALIFYING AND SELECTION OF ENGINEERING CONSULTING FIRM

SOS Children's Villages Palestine in Rafah would like to contract with a qualified engineering consultant to provide design and supervision services.

Background

SOS Children’s Villages Palestine is a humanitarian non-governmental, non-profit organisation. The SOS Village in Bethlehem was established in 1966, the first in the Middle East. Our work starts with prevention of family breakdown through our Family Strengthening programme, where we offer a range of services that enable families to become financially independent and keep the family together. If this is not possible, we offer Alternative Care services in an SOS Children’s Village, where we help children and young people who have lost parental care gain their independence. In Palestine, there are two Children’s Villages: in Bethlehem and in Rafah, Gaza. SOS Children’s Villages Palestine also works on re-integration into the community through community homes and its reintegration unit. We believe that no child should grow up alone.

Service required

A competent engineering consultant firm to provide the services of design and comprehensive supervision over the different phases of planning for and implementing the installation of a solar system/Photo voltaic in SOS Children’s Village Rafah. The firm should have adequate capacity to act on behalf of SOS Palestine with related parties and on site.

Purpose of service

PV Modules – 40 KWP Supply, install, connect and operate Photovoltaic solar module, with all materials needed. This will entail the reduced operation of the diesel generator currently in use.

Scope of work

Assess the current status and recommend the location for the new Photovoltaic solar cells.

Provide different plans with cost estimates.

Deliver comprehensive plans and designs, officially prepared and authorized (Architectural, Civil, and Electricity).

Set up the necessary measures to ensure children’s safety during/out of working hours.

Liaise with Rafah Municipality and electricity company and act on behalf of SOS Palestine to secure necessary licenses.

Prepare Bill of quantities and bidding relevant drawings/documents.

Set up an implementation plan that shall be a binding map for implementing contractor.

Provide full supervision throughout the entire project life cycle: advise contractor, provide weekly report to the management, guide the contractor and give technical approvals, confirmations on project phase’s completion.

Provide site visits to the completed Photovoltaic solar module set within the first 3 months of its operations and provide feedback

Minimum Requirements:

Licensed Engineering office.

Registered In Gaza.

Relevant experience of 7-10 years in Photovoltaic solar module design and supervision.

Qualified engineers in fields of: Arch, Civil, Electrical.

Duration of service

2 months after the awarding

The consulting firm is requested to submit technical and financial quotations in sealed envelopes as follows:

Technical proposal:

Short background/profile of individual/company

Copy of the company registration and classification.

CV of lead designer.

Samples (at least 3) of recent and relevant work.

Financial Offer:

Price should be in ILS including VAT

Table of Costs shall be based on: Rate for the design, Rate for supervision and any other relevant categories.
