Entrepreneurship Capacity Building Program
Background
The Palestine Information and Communication Technology Incubator (PICTI) in corporation with the Palestinian Businesswomen’s Association (Asala), Funded by the Center for International Private Enterprise (CIPE) are implementing the “Women in Technology” project.
Under this project, PICTI in collaboration with (Asala) aim to support 30 Palestinian women entrepreneurs and innovators, who are in need of enhancing their skills and competencies in the fields of entrepreneurship, digitalization, marketing, pitching skills, and the safe constructive use of technology. Through the provided support, female entrepreneurs will be familiarized with modern technology tools, which are utilized for the benefit of their businesses. Thus, helping them expand and improve their competencies, through understanding their own vision and goals, assessing their strengths and weaknesses, and optimizing current business practices.
As such, (PICTI) in collaboration with (Asala) are seeking the services of a qualified Training Agency to design, develop, and implement a capacity building program aimed at empowering female entrepreneurs. This program will equip 30 female participants with essential skills in digital marketing & branding, pitching & funding, and the use of mobile & tech tools.
The selected Training Agency, will be responsible for the following:
Task 1: Knowledge Assessment
- Design and administer pre-training assessments to identify participants' strengths, weaknesses, and areas of improvement within the three subject areas.
Note: PICTI & Asala conducted a needs assessment study on the 30 women selected to participate in the training. The training agency will use said report in the development of the training curriculum.
Task 2: Curriculum Development
- Developing the training curriculum: Design a comprehensive 30-hour training program, in the 3 subjects:
- Digital marketing & branding strategies
- Pitching & funding
- The use of mobile & tech tools
- Provide detailed outlines, session plans, and learning materials for each subject.
Task 3: Training Implementation
- Conduct a total of 30 training hours over the course of the program, with each subject receiving 10 hours of training.
- Utilize a variety of teaching methods, including presentations, group discussions, case studies, hands-on exercises, and practical assignments.
- Monitoring progress: Track the progress of the female participants and provide constructive feedback on the 3 aforementioned subjects, to help them identify areas of improvement.
Note: PICTI will provide a hall and devices to carry the training.
The training agency would be expected to deliver the following:
- Assessment Report of 30 beneficiaries prior/post to training. The agency is expected to develop a pre/ post-assessment tool to measure impact, and help develop the training material.
- Training framework and plan.
- Final Training report for the trainings offered to the startups about the progress of the trainees (including methodology, content, attendance, pictures, training material, etc.).
- All other documents, required by the beneficiary, delivered and/ or filled as requested.
The training agency is expected to have the following experience:
- Company profile that includes trainers/ experts’ profile-(CV) reflecting relevant experience in designing and delivering training programs, especially in the fields of entrepreneurship, digital marketing, pitching & funding, and use of technology.
- Expertise in curriculum development, and adult learning principles.
- Excellent communication and presentation skills to effectively convey concepts and engage participants.
- Availability to conduct the training sessions at a venue provided by PICTI and Asala, or through remote/virtual methods if necessary.
Guidelines and Selection Criteria
In undertaking this assignment, the service provider should consider submitting:
Technical proposal (70%) covering the following items:
1. Company profile showcasing previous relevant experience. (25%) This must include:
- Samples of previous work.
- Trainers/ experts profile-(CV) reflecting relevant experience.
- A copy of company registration.
- Experience in training workshops that target startups in the community is an asset.
2. Detailed action plan (Training agenda, outline, timeslots and etc.) The plan will be finalized after discussing with PICTI. (15%)
3. Training tools and methodology (while taking into consideration the possibility for conducting the training virtually). (20%)
4. Being A PITA Member. (10%)
Financial proposal (30%). The price quotation for the training delivery should be in USD including Vat.
Please note that the price quotation should be submitted in:
- English language.
- The Price must be in USD Including Vat – and PICTI is not responsible for any currency differences.
- The price offer must be valid for a period of 6 months.
- PICTI has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
- The agency to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and is unable to submit any of the reinforcements necessary for the payment.
- The payment with the selected agency will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request, 10% of the total amount will be deducted as Vat to be submitted to the Ministry of Finance.
- PICTI reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
- The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
- PICTI is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point.
- Any clause or any of the general conditions relating to PICTI that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PICTI internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
- Please stamp and sign all pages of the quotation.
Please take into consideration that the budget is highly limited, therefore provide us with the lowest price offers as possible.
Application Submission and Deadline
Interested agencies are encouraged to submit their price offers to envelopes to the following address: Ougarit Bldg. – 4th Fl., Al-Irsal, indicating on the cover page “Entrepreneurship Capacity Building Program” no later than Tuesday, 22 August, 2023
Offers that do not comply with these requirements, will be automatically disqualified.
