Evaluation Consultancy

The Swiss Agency for Development and Cooperation (SDC) is seeking to commission an external evaluation of its core contribution to WHO in oPt.

The external evaluation team will have to focus in particular in Outcome 4 of WHO’s 2017-2020 Country Cooperation Strategy, namely “Strengthen the capacity of the Ministry of Health and health partners to advocate with all legal duty-bearers to protect the right to health of the population under occupation, reduce access barriers to health services, and improve the social determinants of health”. 

The objectives of the external evaluation, as well as the guiding questions and further details, can be seen in the attached Terms of Reference.

The application shall be submitted to the following email: [email protected]. The email must mention “WHO Right to Health evaluation” in the subject line.

Clarifications and questions can be received in writing only until 10 October 2021 to the following email:[email protected]. The answers to all questions will be shared with all applicants.

Applicants are required to submit the following documents (maximum 5 pages in total):

1. Comments on the ToR, if any.
2. Proposal, presenting the working hypothesis based on the information given on WHO programmes, activities and the objectives mentioned in this document. The proposal must include the evaluation criteria and relevant questions and indicators, and the proposed methodology and tools.
3. Detailed schedule proposal with a breakdown of the work to be executed in all the phases.
4. A detailed budget for each phase.
5. Curriculum Vitae of the Evaluation Team.

The selected evaluation team will be informed on by the end of October 2021.
