Background

In March 2023, EuroMed Feminist Initiative (EFI) and a consortium of women's rights member organizations initiated a three-year regional project titled "Strengthening feminist CSOs for the implementation of the Women, Peace and Security Agenda in Palestine, Jordan, Lebanon and Iraq”. This project is funded by the Support Fund for Feminist Organisations of the Agence Française de Développement (AFD) and the French Ministry of Europe and Foreign Affairs. Its overarching objective is to contribute to the effective implementation of the Women, Peace, and Security Agenda in the specified regions. In Palestine, the project is implemented in partnership with the Palestinian Working Women Society for Development (PWWSD).

About PWWSD

Established in 1981, The Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over the West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.

The Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence.

Overview

PWWSD is seeking to contract an experienced trainer in International Human Rights law, Women, Peace and Security Agenda and the implementation of UNSCR 1325 Resolution to conduct a 3-days thematic training for Palestinian Community Based Organizations (CBOs) and Civil Society Organizations (CSOs) The training aims at enhancing the knowledge of the participants in understanding Women, Peace and Security Agenda, Protection tools in International Law, and assist in improving their ability to efficiently apply this knowledge in their organizations.

Scope of work

The trainer is expected to work in close cooperation with PWWSD on developing a detailed training curriculum that includes both theoretical and practical components and deliver engaging presentations and interactive sessions to ensure the efficiency of the training. This is in addition to:

  • Developing a detailed action plan to be approved by PWWSD.
  • Develop a detailed agenda that reflects the coverage of all the topics highlighted in the training.
  • Facilitate group discussions and case studies relevant to Women, Peace and Security Agenda, International Human Rights Law, Protection tools, and documenting violations.
  • Provide participants/trainees with resources and materials for further learning.
  • Prepare pre-post assessment and deliver scanned and hard copy versions of the results to PWWSD at the end of the training.
  • Submit a final report to PWWSD that includes the conducted session topics, activities, and number of participants in addition to challenges and recommendations. The report shall also include the results of the pre and post assessment showing the percentage of gained knowledge. The report shall be submitted in both Arabic and English.
  • Share the training material with PWWSD to be shared with partners at the end of the training.

Expected time of implementation

The thematic training will be in the first week of November in Ramallah, for 3 days. Thus, by submitting your proposal, you guarantee your willingness to commit to the dates (to be specified in cooperation between PWWSD and the contracted trainer).

Language clarifications

  • The training will be conducted in Arabic, yet the proposal will be in English.
  • All the requested documents will be submitted in both English and Arabic languages including the agenda, work plan, inception report, final report, the training material, and the results of the pre-post assessment.

Qualifications

  • Proven experience in International Human Rights Law, WPSA, implementation of UNSCR 1325, and documenting violations.
  • Proven experience in conducting interactive trainings related to the topic of this training.
  • Strong communication and facilitation skills.
  • Familiarity with the current context, trends, and challenges in Palestine.
  • Fluency in written English and Arabic.

Submission details

Interested applicants shall submit the following:

  1. Technical offer that includes:
  • Curriculum illustrating the previous experience in the International Human Rights Law, WPSA, implementation of UNSCR 1325, documenting violations and protection tools.
  • Cover letter expressing the applicant’s interest in this training and the latest work related to the topics of the training.
  • Preliminary workplan.
  1. Financial offer:
  • A separate financial proposal that sets out the budget of the assignment.
  • Price offer including VAT, and a source of deduction certificate, if there is not, 10% will be deducted from the total amount of the contract.
  • The proposed budget should be in EURO, inclusive of all costs, including accommodations, and travel costs among others.

Evaluation Criteria

 

PWWSD is not obligated to select the lowest price offer. PWWSD will evaluate the offers based on competitiveness, quality, experience, and eligibility based on the above, as well as evaluation of the reasonability of the price offered.
