About Global Environment Facility (GEF) grants program

GEF Small Grants Program is a corporate program of the Global Environment Facility. It offers financial and technical support to local civil society and community-based organizations to develop and implement innovative local actions that address global environmental issues, while also improving livelihoods and reducing poverty.

Project overall objective

The main objective of this project is to contribute and improve environmental sustainability and the quality of life in the marginalized villages of Dar Salah and Hindaza in the Bethlehem governorate. Focusing on reducing the use of plastic bags in bakeries in these two villages. To achieve this, the project will conduct a feasibility study, raise awareness among stakeholders, pilot the use of paper bags by providing paper bags to bakeries, and organize cleaning campaigns with students.

Project expected outcomes.

Reduce the use of plastic bags.
Increase awareness about the negative impact of plastic bags on the environment.
Improve environmental awareness among the community.
Publish a Policy Paper for stakeholders for scaling-up the experience.
 
Target, location, and project duration
Target: Communities of Dar Salah and Handaza Villages.
Workstation: Dar Salah and Handaza Villages in the Bethlehem governorate.
Project duration: Seven months
Task Duration: Two Months starting immediately after contracting.
 
II.      Scope of the assignment, tasks, and responsibilities

The Consultant is required to support EcoPalestine with developing a Feasibility Study providing recommendations on various   technical, administrative, and financial issues that are necessary to ensure the sustainability of the project and longevity of the pilot intervention for the 10 bakeries immediately and on the longer-term expanding to expand the project to eliminating plastic bags in grocery stores in the two communities. This shall include, but is not limited to the types and sources of

the alternatives to the plastic bags, considering durability, etc.; a cost-benefit analysis, which takes into account the feasibility for the bakeries and shops, and which shall disseminate results to the Village

Councils with providing concrete recommendations on a system of incentives (such as tax exemptions) and penalties to be formalized by council resolutions.

Moreover, the results of the feasibility study will be the basis for the Policy Paper which will be discussed with the Ministry of Health, the Environment Quality Authority, the Union of Chambers of Commerce, to promote resolutions for incentives and the banning of plastic bags in bakeries.

The Assignment Consists of two main stages:

Stage 1: Assessing the current usage and disposal of plastic bags and collecting data.

Conduct site visits and meetings with the relevant stakeholders and authorities in the designated localities.
Collection of all sorts of relevant data that is necessary to conduct the feasibility study, including but not limited to:
Measure the number of plastic bags distributed by the ten bakeries.
Estimate the amount of generated plastic bags waste from bakeries.
Cost of plastic bags with relevance to profit margin of targeted shops
Cost bared from plastic bags disposal (if possible)
Any other relevant data to the cost-benefit analysis
Initial assessment & Recommendations for the elimination of plastic bags from the groceries and stories in the two communities.
Evaluate the existing infrastructure for solid waste management and recycling potential in the targeted communities.
Assess the environmental and health impacts of using plastic bags.
Conduct technical meetings with the EcoPalestine team and relevant partners for review and agreeing on the outline of the Feasibility Study before proceeding to the second stage.

Stage 2: Conducting a feasibility study of using paper bags in the bakeries based on the previous stage.

Provide a feasibility study of using paper bags in the bakeries (approximately 10 bakeries - five bakeries each village).
Present an environmental and financial cost-benefit analysis for using paper bags instead of plastic bags.
Map the availability of paper bags in Palestine, identify potential suitable suppliers, in terms of quality, safety and price of the paper bags. Also, provide alternative markets beyond Palestine if the paper bags are cheaper or not available in Palestine.

Other tasks:

Participate in regular meetings with the Project team to provide progress updates.
Participate in meetings with relevant stakeholders to present and discuss the results of the study
Provide the Project Manager with technical progress reports to support submission to the GEF Grant team and the donors as required.
Document the progress of work and capture photos of the bakeries.
Fulfill other tasks as requested by the Project Manager of EcoPalestine.

Notes:

EcoPalestine has the right to ask for clarifications and amendments until having all required information for decision making.

All reports produced by the consultant are subjected to approval for satisfactory performance.

I.        Contract type and payments schedule.

This contract is task-based, and payments will be arranged in two Installments with 15% advance payment upon signature of the contract and in accordance with the terms and conditions specified in the contract with the winning consultant.

II.      Language requirements

Excellent knowledge of both written Arabic and English language.

The documents must be submitted in English.

III.    Qualifications and skills

The consultant is expected to be part of the project team and shall have at least the below Experience and Qualifications:

Bachelor’s degree in a relevant field, such as statistics, business, sustainability, environmental studies, economics, or any related discipline.
Minimum of 3 years’ Experience of mapping, and conducting feasibility studies including data collection, market research, financial analysis, and risk assessment.
Proven experience in analyzing and drafting research, as well as interviewing stakeholders.
Experience of the environmental impacts and sustainability practices.
Previous Experience with NGO or INGO in Palestine.
Good communication skills and team spirit.
Previous experience in similar projects will be an advantage.
 
IV.    Offers evaluation.

The received offers will be evaluated technically and financially based on the completeness and compliance of the proposal and responsiveness with the requirements of the RFQ.

Documents and requirements for evaluation (to be included in the offer):

Technical qualification validations documents (CV, Certificates, ID Copy, …etc.) Highlight previous experience in the same role and determine the best sections to cover.

Technical proposal which includes:

One-page Cover Letter, explaining motivation, expectations, and previous experience.
At least 3 previous experiences in the same scope (feasibility study).
Reference letter and contact details from previous jobs that is related to the scope of work (3 minimum) 
Methodology and initial plan of implementation to ensure the applicant fully understands the nature of the consultancy tasks and availability.
