Consultancy to conduct a feasibility study on the production of biodegradable bags and other sustainable packaging alternatives
DESCRIPTION TERMS OF REFERENCE
Purpose of the Consultancy:
The term “Biodegradable” refers to substances that can be degraded by natural forces and micro-organisms, and Biodegradable plastics refer to those plastics that can be decomposed by micro-organisms in addition to natural factors such as rain, sunlight... With the rising awareness among people regarding different environmental concerns. Biodegradable bags do not pose a threat to the environment, in comparison to plastic bags or others.
This consultancy aims to produce an in-depth feasibility study on the production of biodegradable bags and other sustainable green packaging alternatives, in addition to explore employability and business opportunities on the production of biodegradable bags and other initiatives related to environmentally friendly packaging of consumables and exploring opportunities in green economy. Along with mapping of existing green initiatives in the West Bank and Gaza, to also identify other potential ones to be developed, to support the green economy with a focus on green packaging and mapping out of initiatives and companies that are implementing alternatives to single use plastic and other green/sustainable techniques.
METHODOLOGY AND WORKPLAN
Methodology
The methodology of the study includes:
- Desk Review: The consultant will examine all documentation and gain understanding of the context.
- Fieldwork: to include meetings and/or focus group discussions with existing initiatives. Public and private market surveys to assess the social acceptance and potential feasibility of different solutions.
- Conducting Feasibility: Identify ideas of green economy and conduct a comprehensive feasibility of a business related to biodegradable bags and other green packaging alternatives. In addition to developing a business plan.
- Analysis: analysis of the practicality and viability of the business to determine its likeliness to sustainably succeed; to assess the technical, financial, legal, operational, and timely aspects of the study.
Topics: the study is expected to cover (at least) the following topics:
Comprehensive feasibility study of production of biodegradable bags and other eco packaging alternatives. Including sustainability and timeframe functionality of the business.
Address and identify barriers, qualifications, and skill gaps of establishing a business in production of biodegradable bags and other eco packaging alternatives.
Mapping of existing initiatives relatable to environmentally friendly packaging and production of biodegradable bags in West Bank and Gaza.
Summary on Legal, Institutional and Political Framework related to the business.
Overview on the green economy in West Bank and Gaza.
Propose entry points and recommendations for women to establish biodegradable packaging business.
Geographic Area: West Bank and Gaza.
Time Framework
The duration of this consultancy is four months from the day of signing the agreement, expected by 31st of January 2023. The duration of the consultancy can slightly be adjusted upon request and prior approval from the two parties. After the kick-off meeting, the consultant will present a detailed work plan.
Deliverables and Responsibilities
The main expected deliverables for this consultancy are the following (all documents requested submission in the specified languages):
A report mapping the information on various green initiatives related to green economy and sustainable green packaging in West Bank and Gaza (Arabic and translated to English).
A comprehensive feasibility study on the production of biodegradable bags and other sustainable green packaging alternatives (Arabic and translated to English).
A visual summary of the pros, cons, risks, and opportunities of different identified green businesses/initiatives.
Recommendations of opportunities in establishing businesses and employability on the production of biodegradable bags and green packaging in West Bank and Gaza (Arabic and translated to English).
REQUIREMENTS OF THE CONSULTANT AND ECONOMIC OFFER
Competencies and Qualifications
A minimum of university degree in one of the following fields: Environmental studies, Business Administration, Economics, Marketing, or related fields.
Proven knowledge of or working experience of more than three years in conducting feasibility studies and market analysis, desirable in green economy.
Experience in the field of green economy and/or packaging in Palestine is a plus.
Proficient in written and spoken Arabic and English.
Ability to plan and meet requirements on time.
Excellent interpersonal skills.
Application Submission and Deadline
The individual/consulting team must submit a technical and financial offer (maximum 10 pages) including the following:
Methodology.
Objectives of the consultancy.
Work Scope (schedule, plan, etc.)
Composition of the consultant team.
CV of the individual/ consulting team.
Past relevant experiences.
Detailed budget of the financial offer in table format with all expenses related to conducting the study with a breakdown of price per unit. The consultancy budget must include all deliverables and translation in Arabic and English of all materials produced. Note: Knowing that deduction of income tax at 10% of the contract value and that the project is VAT exempted.
Payment and contract modality
The consultancy will be contracted through an external service contract and payments will be made as 30% upon signature of the contract, second payment upon submitting first draft for 30%, and a final payment of 40% upon successful completion of the service. All payments will be made by bank transfers in ILS.
