Terms of Reference for Final Evaluation of the EU Funded Project

• Introduction: 

War Child Holland (WCH) is an independent and impartial, international, and non-governmental organization that has been working in the occupied Palestinian territories (oPt) since 2004.  WCH invests to secure a better future for children affected by armed conflict. The organization supports all children, regardless of their religion, race, social status, or gender. The basic premise of our work is the United Nations Convention on the Rights of the Child, and our primary role is providing protection and psychosocial support for children and training youth leaders on the concepts of development and child protection.    

Together with the three partners, Defense for Children International Palestine (DCIP), the Palestinian Counseling Centre (PCC) and Treatment and Rehabilitation Centre (TRC), War Child Holland (WCH) implements the EU-funded project "Prevention, mitigation and rehabilitation for Palestinian children exposed to torture and other cruel, inhuman or degrading treatment" from January 1st, 2018 and will end on July 31st, 2020. 

• Assignment Objective: 

War Child is looking for a consultant to conduct the final external evaluation for this Project to assess whether its objectives and targeted results have been achieved. More specifically, the Project's overall objective is to contribute to the protection of Palestinian children from and hold duty bearers accountable for torture and other cruel, inhuman, or degrading treatment of children in the West Bank and East Jerusalem.  

Project activities include:  Individual, group, and/or family therapy for children, young people and families directly and indirectly affected by torture and ill-treatment; training on child rights, juvenile justice and restorative justice for duty bearers; Lobby and support of Palestinian Authority officials on implementation of the Juvenile Protection Law; Legal representation of children and families in conflict Palestinian law or the Israeli Military detention; Monitoring, documentation, and reporting of rights violations, torture and other ill-treatment of children; Vocational rehabilitation for young people affected by torture and ill-treatment which are unable to return to formal education; Capacity building of allied health providers on identification and trauma-sensitive responding to children exposed to torture and other ill-treatment including documentation.

The estimated results are (1) Improved resilience of children at risk or victims of torture and/or  ill-treatment through access to holistic and integrated care, and advocacy system (2) Improved responsiveness of duty bearers in preventing, mitigating, and responding to cases of torture and/or ill-treatment.

The project outcome indicators are: (1) 70% of targeted participants satisfied with the support they received. (2) 70% of at-risk children demonstrating increased knowledge of their rights and how to protect themselves from violence and ill-treatment (3) 60% of participants targeted through wellbeing and mental health interventions which demonstrate improved wellbeing (4) Change in knowledge of caregivers and duty bearers on how to prevent, mitigate, and respond to cases of torture/ill-treatment
