Summary:

Entity Responsible for this contract: The Palestinian Information Technology Association of Companies – PITA.

Goal of this contract: To assess the effectiveness, efficiency, relevance, sustainability, and impact of the project.

Background of the Intervention:

2.1. Brief Information on the Project

The Palestinian Information Technologies Association (PITA) in partnership with the Fundación Alianza por los Derechos, la Igualdad y la Solidaridad Internacional member of Action Aid (ApS) have been implementing a project titled “Women and Youth Transforming Local Public Services in Hebron”, under the thematic programme “Civil Society Organizations (CSOs) as Actors of Governance and Development Work in the Field”, funded by the European Commission and Balearic Government (GOIB). 

The overall objective of the project is to strengthen the role of vulnerable groups as actors for change in local development processes for a more equal, open, and democratic society in Palestine. The specific objective of the project is to build the capacity of a range of CBOs and CSOs in Hebron for them to contribute meaningfully and to be more accessible and responsive to women and youth’s needs and interests in public services. Through the effort to build the capacity of a range of CBOs led by women and youth, they can bring their work to a wider audience, increasing the political and social scope and impact of their work at the local level and building relationships between local public institutions and CSOs. This increases mutual understanding and trust, fosters active CSO participation in governance processes, monitors policies and services, and increases public access to official information and channels their views. The project implementation period started from 1st of April 2021 and ended on the 31st of March 2024.

PITA has become the driving force in advancing the ICT sector’s interest, and the leading information source about this sector in Palestine.

Alianza por la Solidaridad (ApS) is an international organization in Palestine, present in the Middle East and in Palestine since 1993. Alianza por la Solidaridad (ApS) works within three main lines of action: Prevention and response for Gender Based Violence; women´s economic empowerment; and women´s participation and active citizenship. Alianza por la Solidaridad is member of ActionAid since June 2018. ActionAid is a global justice federation working to achieve social justice, gender equality and poverty eradication, present in Palestine since 2007, working with women and youth groups, building reliance, and encouraging active participation in civil and political life.

Objectives of the Evaluation: 

PITA seeks a consultancy agency/consultant for the final external evaluation of this project, assessing the attainment of its objectives and targeted outcomes. The evaluation will scrutinize the project's relevance, effectiveness, efficiency, impact, and considering any force majeure events. Specifically, the objectives include:

Evaluating the achievement of project results, objectives, and indicators as outlined in the project's logical framework, accounting for any force majeure occurrences.
Documenting lessons learned in terms of methodology and project implementation, including adaptations made due to force majeure events.
To identify strengths, weaknesses, lessons learned, and areas for improvement, taking into account the impact of force majeure
Providing suggestions, conclusions, and recommendations for future actions, considering strategies to mitigate the effects of delays and unforeseen events.

Scope of Work:

The consultancy agency will undertake the following tasks:

Review project documents including the project proposal, logical framework, reports, and any relevant documentation, including that related to changes communicated to and approved by the donor, with attention to any force majeure clauses or occurrences.
Conduct interviews and focus group discussions with key project stakeholders including project targeted beneficiaries, project partners and other stakeholders.
Assess the extent to which project results, objectives, and indicators have been achieved, based on data collected during the project implementation period.
Evaluate the effectiveness and efficiency of project activities in achieving the desired outcomes with attention to any force majeure clauses or occurrences.
Assess the achievement of project results, objectives, and indicators, considering the impact of force majeure events on implementation.
Evaluate the sustainability of project outcomes and impacts beyond the project period.
Identify key challenges, risks, and constraints encountered during project implementation and the way these have been addressed by the project consortium.
Identify lessons learned and best practices that can be replicated or scaled up in future projects.
Provide actionable recommendations for the implementing partners, donors, and other stakeholders to enhance the impact and sustainability of similar projects in the future.

Interested applicants must send the technical and financial proposal (in English) in sealed envelopes; each price offer separately (The technical offer in a separate envelope from the financial offer) within one sealed envelope to PITA’s Office in Ramallah, Al-Irsal, Ougarit Building, 4th Floor, and no later than Monday, 15th of April 2024 at 3:30 PM local time in Palestine and include the “EU Final Evaluation” on the cover letter. Applications received after this date will not be considered.
