Context

Handicap International is running its projects under the new name of Humanity & Inclusion (HI). Outraged by the injustice faced by people with disabilities and by vulnerable populations, we aspire to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity. HI is an international, independent and impartial non-profit organisation that intervenes in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and vulnerable populations, HI takes action and takes notice, to meet their basic needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI is currently implementing projects in more than 50 countries worldwide. 

HI has been working in the Middle East since 1992. HI promotes the inclusion of persons with disabilities into countries’ local and national planning processes and responds to the urgent inclusion needs of persons with disabilities in four countries through several programs. In Palestine, since 1996, HI has been supporting local partners and stakeholders to respond effectively, within the framework of both inclusive local development and quality service provision, to the needs of persons with disabilities to access protection, education, health, and livelihood programs. HI has three Regional Strategic Pillars:

• Promoting the inclusion of the most vulnerable, with a focus on persons with disabilities, within the humanitarian response; 
• Preventing impairment and disability by enhancing both the quality and the systemic management of existing services as well as by informing populations about risks related to Explosive Remnants of War; and 
• Promoting cohesion, the resilience and participation of all through dialogue, empowerment, and disability mainstreaming in service delivery and social change. 

HI in Occupied Palestinian Territory (oPt)

Since 1996, HI has implemented various actions with local partners in the West Bank and the Gaza Strip. In a territory beset by chronic crises, political instability, and a declining economic and social situation since the second intifada in 2000, HI aims to respond to the needs of persons with disabilities and to make structural improvements to their lives. 

Project’s background

In March 2018, the Great March of Return’s demonstration started along the fence between the Gaza Strip and Israel. Meant to last six weeks, the demonstrations are now lasting for one year and a half. The demonstrations have been responded violently by the Israeli forces leading to serious and massive casualties. According to World Health Organization and the Ministry of Health in Palestine, since the start of 

the ‘March of Return’ demonstrations on 30th of March 2018 till the 30th of October 2019, the number of persons with injuries reached 35,311 and 321 people have been killed, including 64 children. Out of those hospitalized 41% were casualties of live ammunition gunshots injuries.

 The project titled “Emergency Intervention to address post-operative and rehabilitation care needs of persons injured in the Gaza border clashes” seeks to enhance the trauma pathway, by specifically responding to the urgent care and rehabilitation needs of children and adults with injuries- many of them having been discharged prematurely from hospitals due to the lack of capacity - so that they can recover and where possible prevent the onset of disabilities due to injuries. The project focused on rehabilitation and post-operative service provision to bridge the gap and continue delivering services to the injured persons to improve their conditions and enhance their capability to perform daily life activities; in order to reach community participation. The project has been launched with the support of CDC-France to implement an emergency intervention of six months towards the casualties and persons with injuries. The support of the Humanitarian Pooled Fund enabled HI and partners to carry on the activities and scale up the teams and target. Several months later, Global Affairs Canada supported the extension of the project and the deployment of centre-based teams and maximize the provision of assistive devices and wound dressing materials.

Requirements and application’s procedure

Expertise required

The evaluator must meet the following requirements: 

• At least 5 years of experiences in designing, conducting and leading evaluations in humanitarian and development projects and programmes for international donors, especially in the technical field of rehabilitation and/or health and/or disability (experience in evaluating GAC-funded projects preferred);
• Strong qualitative and quantitative data collection and analysis skills and experience, particularly in terms of participatory methodologies and facilitation skills.
• Advanced degree in research, health, rehabilitation or related fields.
• Experience working with service providers, civil society organizations, health and rehabilitation organizations, INGOs, UN agencies, etc.
• Excellent English oral and writing skills with logical clarity, and without grammatical errors.
• Previous experience in writing evaluation reports in English for international donors is a must and at least one report(s) should be submitted;
• Arabic as mother tongue;

How to apply?

• A detailed technical proposal including the proposed methodology, leading evaluation questions and time frame to comply with the requirements of the evaluation.
• A financial offer must be submitted in Shekel Currency (ILS) that covers all anticipated costs (Advertisement fees, taxes, travel, accommodation, communication transportation, insurance, translation, etc.). 
• A CV detailing relevant skills and experience of the consultant (and all of her/his team) of no more than 3 pages each, including contactable referees. In case of team of experts, the team leader must be clarified.
• At least one (1) example of an evaluation report produced by the consultant in the same field. A work to which the applicant made only a partial contribution in terms of writing will not be considered.
