REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES – INDIVIDUAL CONSULTANTS ONLY)

to conduct

Final Review and Evaluation of Health Projects in the Field of Hearing Disability

Qatar Red Crescent (QRC) in cooperation with the Ministry of Health and UNRWA intends to contract an individual local consultant to conduct the final review and evaluation of the following projects under the Program “Supporting early detection and intervention for hearing impairment and cochlear implantation”:

Project 1: Equipping ten hearing screening units in primary healthcare centers;

Project 2: Hearing Screening Intervention in the Gaza Strip - Stage II.

Introduction:

The assignment aims to provide a review/evaluation of the aforementioned project(s) to gauge the level of achievement of the project(s) results, targets and anticipated impact on the target groups, and the level of efficiency, effectiveness, impact, relevance, and sustainability. A complementary purpose is to identify gaps, lessons learned and draw recommendations (technical and managerial recommendations) to inform and guide the design of future interventions. Moreover, it is expected from the consultant to submit an updated/modified version of the technical guideline on hearing screening and hearing interventions practices according to the international standards (taking into consideration the local context) with the assistance of international expert(s) in the field of audiology and hearing impairments and Pediatric consultant(s).

Minimum Qualifications:

- At least 10 years of experience in monitoring and evaluation (M&E) methods and approaches (including quantitative, qualitative, and participatory); planning, design and implementation of M&E systems; and reports writing.

- Proved experience in evaluating health projects/ programs, including experience with different donors.

- Competent in English language.

Collaboration with / consulting international expert(s) in the field of audiology and hearing impairments and Pediatric consultant(s) is mandatory and will be requested to be reflected in the detailed technical and financial offers that will be requested from the short-listed candidates passing this phase of selection process. (Not requested in this phase)
