Assignment Title: Consulting services to conduct Functional Review of the Ministry of Finance Reference No. GZ-MOFP-439170-CS-CQS
 
The Ministry of Finance (MoF) has received financing from the World Bank toward the cost of the International Development Association, and intends to apply part of the proceeds for consulting services.
 
The consulting services (“the Services”) aims to review the Ministry of Finance’s structure, functions and its key procedures, cross-functional key procedures, and the current operating module. The reviewer will rely on this assessment to devise an implementation roadmap for a smooth transition from the current status quo to a targeted state where MoF’s mandate and objectives can be achieved effectively and efficiently. The reviewer will be required to support these reforms with associated SMART KPIs for the MOF to be able to evaluate and monitor progress of the proposed change.
 
The assignment will be implemented over a period of 4 months from contract signing to final acceptance. The expected start date of the assignment is January 2025.

The Palestinian Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
 
The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the short listing stage.
The shortlisting criteria will be scored as below:
  • 35% Qualifications and experience(core business and years in business)
  • 40% Relevant experience.
  • 25% Technical and managerial capability of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
 
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
 
A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.

A pre-bid meeting for consultants will be conducted on Monday, October 28, 2024 @ 10:00 a.m. at Ministry of Finance building, General Directorate of International Relations and Projects, 3rd floor.
 
Expressions of interest must be delivered in a written form to the address below by e-mail or in person by Sunday, November 10, 2024 2:00 P.M. (Jerusalem, Palestine Time).
