Terms of Reference

Consultant for ‘Enhanced community-based inclusive and comprehensive GBV and protection services for Areas C, H2 and East Jerusalem’ project.

 

Terre des hommes (Tdh) Palestine delegation is seeking to contract a national service provider that displays the human, ethical, and technical capacities for conducting staff care and self-care for Social workers and Psychologists during the emergency response under the project ‘Enhanced community-based inclusive and comprehensive GBV and protection services for Areas C, H2 and East Jerusalem’.

 

Organization and Context background information

Terre des hommes- Lausanne (Tdh) is a leading Swiss child relief agency with a strong mandate worldwide on restorative juvenile justice, which has over 40 years of experience in Palestine. Tdh is a well-recognized actor in Palestine with a long and fruitful collaboration vis a vis justice stakeholders and national institutions on the policy, capacity building, and specialized service provision components, chiefly. The enhanced community-based inclusive and comprehensive Gender-Based-Violence (GBV) and protection services project started in West Bank (WB) in May 2023. The project is implemented in different localities; Jenin Refugee Camp, Nablus Old City, H2 Hebron, Shu’fat Refugee Camp, Silwan, and At-Tur in collaboration with local partners; YWCA Jerusalem, and Stars of Hope (SHS).

The project provides enhanced community-based GBV and protection services in six communities in the West Bank, including East Jerusalem. It aims to ensure inclusive, accessible, quality and coordinated basic services for the most vulnerable people under emergency situations in the targeted areas including People with Disabilities (PwDs).  The implemented interventions ensure that the protection response mechanisms are in place to prevent and mitigate the effects of conflict-related violence.

The objective of the assignment

The purpose of this consultancy is to conduct staff care and self-care in Jenin Refugee Camp for two social workers and two psychologists, who work directly with the affected families from the military operation in Jenin Refugee Camp during the month of July 2023. The consultant will provide one session per month for 5 hours for the mentioned staff who work under the project ‘Enhanced Community-based Inclusive and Comprehensive GBV and Protection Services for Areas C, H2, and East Jerusalem’, which is funded by the oPt Humanitarian Fund (oPt HF).

Note: Transportation is covered for the consultant and the participants.

Key deliverables

The following deliverables are expected from the assignment:

  • Conduct one session per month for 5 hours for two social workers and two psychologists who work for the emergency response in Jenin Refugee Camp.
  • The total of sessions is 3 sessions (One session per month).
  • Staff and self-care for the social workers and psychologists who work directly with the affected families in Jenin Refugee Camp.
  • Submit a report that summarizes the achievements of the sessions such as the approach, participant interaction, and recommendations, in addition to an attendance sheet for each session.
  • Note: The report can be submitted in Arabic or English languages and the session will be implemented in Arabic language.

 

Timeline

  • The consultancy is expected to be carried out within the period of October, November and December 2023. The exact date of each session will be coordinated with the participants.
  • The final report should be submitted after one week from the last session.

 

Requirements and qualifications expected

The consultant should meet the following conditions, qualifications, and experience:

  • Proven technical experience in the field of Mental Health & Psychosocial Support (MHPSS).
  • Proven experience in providing supervision sessions.
  • Proven experience in supporting teams during emergencies.
  • Proven experience in developing and implementing self-care sessions.
  • The ability to implement the sessions in the Jenin area.
  • Familiarity with the humanitarian context in the targeted area.
  • Highly committed.

Ethical considerations

The consultant/consulting agency must sign the Tdh Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.

All documents, data, and information relevant to this activity shall be treated as confidential and shall not without the written approval of Tdh be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. Any documents containing both raw data/materials provided by Tdh and its partners, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All supporting documents (attendance sheets and photos) shall remain the property of Tdh.

The expert or the team of experts will work under the leadership of the MHPSS Specialist of Tdh Jordan and Palestine delegation.
