Gender Expert
Background
The Alianza por la Solidaridad (Alianza) in partnership with Culture and Free Thought Association (CFTA), Palestinian Family Planning and Protection Association (PFPPA), Palestinian Information Technologies Incubator (PICTI), Women´s Affairs Technical Committee (WATC) are currently implementing the project “Equal rooting”: Greater gender equality in Palestine " funded by the Swedish International Development Cooperation Agency - SIDA.
The overall objective of the 3-year intervention is to contribute to fostering gender equality in the oPt through a comprehensive program in the West Bank and Gaza. Under the framework of this activity, PICTI aims to promote women’s economic autonomy and women´s economic rights, by equipping them with the needed digital, technical, and soft skills to increase their employment opportunities and enter the job market.
Scope of Work:
Under the framework of this project, PICTI is considering the selection of a highly qualified Gender Expert, where he/she will perform the following tasks:
- Conduct a literature review of a previously developed “Gender Policy Paper” that states private organization’s role and commitment towards incorporating mechanisms for overcoming violence and discrimination in the workplace.
- Develop a commitment paper to encourage target beneficiaries to enhance their discrimination regulations and policies in the workplace.
The gender expert must develop this paper before the training session so as to discuss it in the training. At the end of the training, the expert must influence at least 8 companies to modify their gender policies and practices.
- Prepare awareness material on gender-based violence and discrimination in the workplace to be used as content for printed posters and brochures.
- Prepare an action plan, identifying the main topics to be discussed within the 2 days’ workshop as well as the 2 hours session with PICTI’s team.
- Conduct 4 hours/2 days training to target beneficiaries from the public sector, private companies, and representatives from the Unions to better understand the concepts of discrimination and violence that women may encounter at the workplace and how to create a working environment that is free from gender-based violence.
- Prepare a complete training report by the end of the training on what was delivered to the above-mentioned beneficiary groups.
The assigned expert must ensure the attainment of the following:
- Emphasize gender issues in the workforce as well as gender division of labor.
- Emphasize the role of gender equality and women’s economic empowerment.
- Support the development of tools, systems, processes, and approaches that continuously improve women’s working conditions.
- Facilitate and support a strong learning and knowledge-sharing community around gender-transformative practices in the workplace, amongst target beneficiaries.
- Encourage beneficiaries to modify their policies and practices to cope with gender-based violations in the workplace.
Guidelines and Selection Criteria
In undertaking this assignment, the expert should consider submitting:
- Technical proposal (70%) covering the following items:
- Expert’s CV and Cover Letter.
- Previous relevant experience.
- Clear action plan on what to be discussed with PICTI and what to be delivered within the 2-day training (training is expected to be implemented in October – to be identified later with the selected offer).
- Financial proposal (30%). The price quotation should be in euros.

Before conducting the above-mentioned activities:
- PICTI’s paper on proper regulations and policies related to discrimination and violence in the workplace.
- Commitment paper for the target beneficiaries.
After conducting the above-mentioned activities:
- Report on what was delivered in the 2-days training.
- Report on the content for the awareness material.
Guidelines and Selection Criteria
In undertaking this assignment, the service provider should consider submitting:
- Technical proposal (70%) covering the following items:
- Individual/Company profile including Trainers/experts’ CVs reflecting the training topic he/she will cover. (10%)
- Previous relevant experience. This must be supported by samples of previous work or certificates. (15%)
- Detailed action plan (including training agenda, outline, timeslots, etc.). This plan shall be adapted according to participants’ needs. (15%)
- Training tools and methodology (while taking into consideration the probability of conducting the training virtually). (20%)
- Being a PITA Member. (10%)
Experience in training workshops that target fresh graduates in the community is an asset.
- Financial proposal (30%). The price quotation for the training delivery should be in EURO.
Please note that the price quotation should be submitted in:
- English language.
- The Price must be in Euro INCLUDING VAT – and PICTI is not responsible for any currency differences.
- The price offer must be valid for a period of 6 months.
- The company bears all responsibility in the case that it submits a price offer and is unable to provide a valid source of deduction or any official certificates that require the payment process.
- PICTI has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
- The supplier to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and are unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
- The payment with the selected agency/ experts will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request. If the service provider is an individual, 10% of the total amount will be deducted as income tax to be submitted to the Ministry of Finance.
- PICTI reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
- The amount due to the supplier shall be paid by bank transfer from the bank account of the project, after submitting the necessary.
- PICTI is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point.
- Any clause or any of the general conditions relating to PICTI that have been inadvertently omitted and are not mentioned within these Terms of Reference is subject to PICTI internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
- Please stamp and sign all pages of the quotation.
Application Submission and Deadline
Interested applicants must submit a proposal based on the “Guidelines and Selection Criteria” section, no later than 08/10/2023, at 01:00 pm to the following Address: Gaza, Rimal, Alshohdaa’ St., Hassania Bld. 6th Fl.
The proposal must be submitted on closed stamp envelopes, with the title of “Gender Exert TOR”, with applicant data.
