 Gendered digital literacy and digital rights and security (training and coaching)

   “making digital space more gendered and inclusive”

 

Introduction:

Human rights Organizations in the occupied Palestinian territory (oPt) have been working to end human rights violations and advocate for the realization of rights for many years. Over the past decade, communicating and advocating online has become essential for human rights organizations and advocates, making it imperative that NGOs have policies and practices inside their organizations that will ensure that they can safely and effectively advocate online. This said, Women Rights Organization’s (WRO) play a major part in human rights work, making it necessary to provide a gender perspective on policies and practices inside their organization’s as well as to safely and effectively advocate online.

However, there are large digital knowledge gaps at organizations. These gaps are both in how to utilize digital tools to enhance the effectiveness of their advocacy and communications work, but also in regards to making sure their staff and organizations have in place policies and practices that ensure they are safely advocating online. These digital gaps are often exploited by adversarial actors and in recent years many organizations are also experiencing negative side effects from utilizing these online tools.

Project Background:

The Programme MENA Feminist Power in Action for Women’s Economic Rights (Fem PAWER) will strengthen young women who face multiple discrimination of economic gender-based violence (E/GBV) in the MENA specific countries (Jordan, Lebanon, Palestine, and Tunisia) to be the leader for change by holding duty bearers accountable toward Women Economic Rights (WER) and improve conditions for young women in the informal sector.

FEM PAWER aims at building the capacities of Women Rights Organizations (WRO) and Young Women in lobby and advocacy (in the field of economic gender-based violence and WER), aiming at improving the gender responsive accountability mechanisms of duty bearers. The Program promotes inclusive collaboration through providing small grants to partner organizations (POs), capacity development, networking and creating coalitions opportunities and lobby and advocacy related actions. The inclusive partnerships are the backbone of the Program and is intended to be applied also among POs, across PO lobby and advocacy work, as well at Consortium level. A total of 11 POs have been supplied with sub-grants in Palestine.

 About PWWSD:

Established in 1981, Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.

 

Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence

  1. Purpose of Assignment:
  2. Conduct needs assessment and analysis in the topics of digital literacy, digital rights, and digital security among targeted POs
  3. Develop the training curriculums/ materials accordingly.
  4. Implementation of 3 training courses, (5 days each), targeting 60 female and female youth participants (two courses in WB and one course in GAZA)
  5. Assessment of learnings and implementation of coaching sessions for partner organizations (POs): (2 POs in GAZA and 9 POs in WB)
  6. To submit a report and a clear tutorial manual for POs including recommendations on ways forward.

PWWSD looking for consultant (s) to accomplish the following tasks:

  • Train the Partner organizations (11 organization in West Bank and GAZA Strip) and young women in the areas of digital literacy, digital rights, digital security, with the overall aim of strengthening their knowledge and technical capacities in these areas as well as making digital space more gendered and inclusive for advocating for their economic rights..

 

2) Enhance experience of young women experience in combating GBV online (GBVO), and minimize local organizations are exposure to surveillance, online threats, and other expressions of shrinking digital space, and hence to develop protection mechanism.

  • Increase the knowledge on digital literacy, digital rights and enhance digital security, behavioral and mitigation strategies for online activism.

 

PWWSD intends to conduct two training modules as follows:

First training module: digital literacy to promote digital literacy and inclusion.

Second training module:  digital rights,  and engendering digital security  to  increase gendered awareness and technical capacity on digital rights and security of partner organizations (POs) and subsequently the young women; a) establish  adequate  digital security and behavioral protection/ mitigation strategies for online activism ,ensure awareness on the digital rights for the young women as means to support advocacy strategies and related action plans.

Following the delivery of trainings, consultants are expected to provide one on one session to POs, (one session for each PO) in order to provide tailored support based on needs assessment conducted.

 Consultant/s Tasks:

  1. Assess the capacity and status of the targeted POs in order to develop an intervention plan that responds to the tangible needs of the trainees
  2. Develop and designed the training curriculum/materials and Manual
  3. Develop a clear plan of intervention identifying the proposed activities and the expected results of the intervention.
  4. Conduct two module trainings detailed in the previous paragraph
  5. Provide one on one coaching sessions to POs
  6. Plan and collect data for monitoring and evaluation (attendance sheets, pre and post assessment of the trainees, qualitative feedback from participants: Explanations how digital training for WROs and young women have increased their online protection, etc.)
  7. Provide detailed report about the training and coaching sessions including a section about the findings of the assessment and how the interventions responded to the gaps listed in the assessment.

4.Qualifications:

  • At Least Master’s Degree in IT or related subject
  • Proven and documented experience in developing training materials and in conducting training in: digital literacy, digital rights and security plans including engendering digital security field.
  • Proven and documented experience in developing and designing digital curriculums, manuals ..etc.
  • Familiarity with the digital security of the Palestine context, Gender mainstreaming and women rights organizations
  • Flexibility to work with trainees with variety in levels of knowledge

5.Deliverables:

  • Working Plan (Inception Report) including the methodology and time frame in Arabic and English
  • Assessment Report of the POs in English and Arabic
  • Training curriculum/materials in Arabic language
  • Training Manual in Arabic Language
  • Additionally, the consultant/s should provide evaluation report including pre and post assessment in English and Arabic

6.How to apply: 

This call is open for organizations and firms, the interested applicant should send sealed, separated and signed technical and financial proposals. The technical proposal should include: organization or firm profile, Methodology, working team, working team CVs, at least two samples of similar work, implementation plan with time frame. The financial proposal should include break down budget including consultants and trainers’ fees per working day (8 hours). The financial proposal should be (in EUR including tax). Firms have to bring tax invoice and deduction source certificate, if not, 10% of the agreement amount will deducted.

7.Evaluation criteria’s:

Technical evaluation (80%):

  1. Methodology 30%
  2. Previous experience in the field of digital rights and engendering the digital security training (capacity building) and digital security plans including curriculum and training manual development (50%)

 

  1. Financial evaluation: (20%)
