Terms of Reference To Contract Consultant(s)

for

 Gendered digital literacy and digital rights and security (training and coaching)

   “making digital space more gendered and inclusive”

 

Background

The Programme MENA Feminist Power in Action for Women’s Economic Rights (Fem PAWER) will strengthen young women who face multiple discrimination of economic gender-based violence (E/GBV) in the MENA specific countries (Jordan, Lebanon, Palestine, and Tunisia) to be the leader for change by holding duty bearers accountable toward Women Economic Rights (WER) and improve conditions for young women in the informal sector.

FEM PAWER aims at building the capacities of Women Rights Organizations (WRO) and Young Women in lobby and advocacy (in the field of economic gender-based violence and WER), aiming at improving the gender responsive accountability mechanisms of duty bearers. The Program promotes inclusive collaboration through providing small grants to partner organizations (POs), capacity development, networking and creating coalitions opportunities and lobby and advocacy related actions. The inclusive partnerships are the backbone of the Program and is intended to be applied also among POs, across PO lobby and advocacy work, as well at Consortium level. A total of 11 POs have been supplied with sub-grants in Palestine.

 About PWWSD:

Established in 1981, Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.

 

Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of violence

  1. Purpose of Assignment:
  2. Conduct needs assessment and analysis in the topics of digital literacy, rights, and security among PO
  3. Develop the draft training materials accordingly.
  4. Finalize the training materials after discussing it with PWWSD staff.

PWWSD looking for consultant (s) to accomplish the following tasks:

Conduct needs assessment and analysis in the topics of digital literacy, rights, and security among PO, and develop the training materials accordingly.

The training materials will focus on the needs of Women Rights Organizations (WROs) and young women in the areas of digital literacy, digital rights, digital security, with the overall aim of strengthening their knowledge and technical capacities in these areas as well as making digital space more gendered and inclusive.

To increase knowledge on digital literacy, digital rights and enhance digital security, behavioral and mitigation strategies for online activism, PWWSD is intended to develop a tailored training material in the above fields.

Consultant/s Tasks:

  1. Assess the capacity and status of the targeted POs in order to develop an intervention plan that responds to the tangible needs of the trainees
  2. Develop and designed the training curriculum (Manual)
  3. Develop a clear plan of intervention identifying the proposed activities and the expected results of the intervention.

4.Qualifications:

  • At Least Master’s Degree in IT or related subject
  • Proven and documented experience in developing and training in: digital literacy, digital rights and security plans including engendering digital security field.
  • Proven and documented experience in developing and designing digital curriculums, manuals ..etc.
  • Familiarity with Palestine context, Gender mainstreaming and WRO

5.Deliverables:

  • Working Plan including the methodology and time frame in Arabic and English
  • Assessment Report of the POs in English with summary in Arabic
  • Training Manual in Arabic Language, with summary in English.

6.Implementation time frame:

  1. To do the assessment and the designing and developing the training curriculum/ manual by 25-December, 2022

8.Evaluation criteria’s:

  1. Technical evaluation (80%):
  2. Methodology 20%
  3. Past experience in the field of digital rights and engendering the digital security training (capacity building) and digital security plans including curriculum and training manual development (35%).
  4. Team of work, and their expertise in the same field of the assignment (25%)
  5. Financial evaluation: (20%)
