INTRODUCTION
The Jerusalem Legal Aid and Human Rights Center- JLAC is one of the pioneering human rights organizations in Palestine. JLAC stands to defend victims of human rights offences, regardless whom the violator and what facet of living a dignified life is being violated. In this regard, JLAC provides pro-bono legal aid, awareness, and advocacy/ efforts in tackling violations made by the Israeli government, the Israeli occupying forces and the Palestinian Authority

BIDDING PROCEDURE AND SUBMISSION REQUIREMENTS
- All bids need to be submitted, no later than 19 January 2023, at 12:00 AM, by hand/courier in a sealed & stamped envelope (containing two separate envelopes, one for the financial and the other the technical offer) to the below address, with the clear marking below:
“DO NOT OPEN PRIOR TO EVALUATION SESSION”

The selected contractor, within 3 days of notification, will be requested to provide hard copies of:
- Identification Card and/or Certificate of Registration.
- Deduction at source (or alternatively a letter authorizing JLAC, to deduct up to 10% of the total payment).
- Full bank account details for the purpose of wiring bank transfers. Transfers will be made in USD.
- The deadline for receipt of quotation (s): Thursday January 19, 2023
- The prices should be quoted in USD including VAT.
- Your quotation(s) should be valid for 365 days from the date of receipt for a quotation.
- Tax will be deducted according to the Palestinian Tax Law.

EVALUATION & SELECTION PROCESS
The evaluation process will be based on the following:
There will be a two-step selection process - technical (70%) and financial (30%). Only technically successful proposals will be evaluated financially.
The technical evaluation will be based on the following evaluation criteria:
- Innovation and quality of designs based on Samples of previous work (70%).
- Experience and qualifications based on the CV provided (30%).
Only proposals awarded above 70% will advance to the financial assessment.
