Goal of this contract: The purpose of this consultancy work is to develop a booklet of various standard policies and methods of work related to citizen participation through the internal electronic system via the internet in Hebron Municipality and within the following terms of reference. This policy will be elaborated in a participatory way among different departments inside the Municipality and will be approved and adopted, and it will strengthen the municipality's obligations to citizens and at the same time will serve as a monitoring tool of their commitments.

Duration of this contract: 45 Days.

CONSULTANCY OBJECTIVES

Goal

Hebron Municipality provides several electronic services via the Internet to citizens benefiting from its services (internal services), such as electronic payment, follow-up of fees, and others. In order to maximize the use of these services, a booklet of standard policies and methods of work must be developed for these electronic services. Within this ToR; a consultant/ consultancy team will be assigned to develop a booklet of various standard policies and methods of work related to citizen participation through the internal electronic system via the Internet.

This consultancy has the following main objectives:

Objective 1: Preparation of a policy manual and standard operating procedures for the services provided and related to the participation of citizens through the internal electronic system via the Internet.

Objective 2: Preparation of the electronic booklet of standard work policies and procedures for the services provided and related to the participation of citizens through the internal electronic system via the Internet.

Objective 3: Provision of detailed work report on all activities of the assigned consultancy firm/ consultant to the partners, Hebron Municipality and the donor, including all meetings, people interviewed, outputs and recommendations.
