Since 2019, Action Against Hunger (AAH) started its WASH interventions in public hospitals operated in the Gaza Strip by Ministry of Health (MoH) in coordination with the WASH Cluster and WASH in health working group to respond to the critical WASH needs in the public health sector. The MoH is currently operating 12 public hospitals and 51 daily care health centers all over the Gaza Strip. 

During 2019-2020, AAH carried out several interventions based on deep technical assessments carried out by AAH for 6 medical centers including 5 hospitals (Beit Hanon, Indonesian, Al Aqsa, European Gaza Hospital & Al Najjar) and 1 complex (Nasser medical complex), and the assessment carried out by other partners including GVC-We World & UNICEF in 2018. The assessments concluded poor WASH facilities and infrastructure were affecting the operation and continuity of medical services in emergencies and other normal situations. Such findings were raised also during the Focus Group Discussions (FGDs) which were carried out by AAH at the beginning of 2021 in 6 heath facilities with technical and medical staff working in the trauma hospitals (Beit Hanon, Indonesian, Al Aqsa, Nasser complex, European Gaza Hospital & Al Najjar).

All conducted assessments and interventions are lacking the proper measurement of the actual impact on the health care facilities/public health and users (medical staff and patients) due to the lack of tools or indicators which are needed to monitor and measure the impact on short and long terms, but also due to the difficulty of measuring the impact of specific activities related to water and sanitation services on a big institution (a hospital) in an urban environment.

No evaluation was led as part of this project or similar previous project to date.

Consultancy agency profile

  • Previous experience and knowledge in WASH in health interventions (compulsory)
  • Knowledge and experience in WASH, wastewater management, environment and public health, as well as in gender and protection.
  • Significant field experience in the evaluation of humanitarian / development projects
  • Relevant degree / equivalent experience related to the evaluation to be undertaken
  • Significant experience in coordination, design, implementation, monitoring and evaluation of programmes
  • Sound Statistical and analytical skills.
  • Good communications skills and experience of workshop facilitation
  • Ability to write clear and useful reports (to submit sample of previous work as annex to the technical proposal)
  • Fluent in English and Arabic
  • Understanding of donor requirements
  • Ability to manage the available time and resources and to work to tight deadlines
  • Independence from the parties involved

Payment

  • By cheque or bank transfer. If the bank account is in Palestine, AAH will cover the transfer fees. Otherwise, transfer fees will have to be supported by the Consultancy agency.

Requirements about the offer - Interested applicants (consultancy firms or individual consultants) should provide the following documents in English:

  • Company profile showing the previous experience 
  • A technical offer/document presenting the approach, tools and methodology chosen and including a detailed workplan
  • A proposed staff table with details of tasks and responsibilities of each member. The team leader CV and the CVs of the team members including relevant experience and qualifications. 
  • Full proof of registration (if applicable)
  • A Detailed financial offer including logistical arrangements and travel costs
  • The company Admin Questionnaire (attached)
  • A financial offer in EUR all taxes included
  • A sample of previous work relevant to this assignment

Offers Evaluation:

  • Offers will be evaluated on the criteria listed below and according to the information requested above: 

Administrative (Weighted rating 10%): 

According to compliance with the Company Admin Questionnaire 

Technical offer (Weighted rating 50%):

According to the following criteria:

  • Proven previous and relevant experience in WASH in health specifically and WASH sector generally
  • Experience in Monitoring and Evaluation
  • Previous technical support with INGO and/or UN agencies suggest instead (Previous external evaluations with local NGOs, INGOs and/or UN agencies)
  • Relevance of the methodology (knowledge of quantitative and qualitative methods) and tools proposed
  • Knowledge in gender and protection mainstreaming in WASH
  • Quality of the samples shared
  • Understanding of the ToR and deliverables 
  • Work plan is realistic and fit for purpose
  • Overall quality of the documents shared (English & clarity)
