Tender Description

 The Legal Training sessions will consist of 5 training days for each of the 15 groups of CBOs’,  The consultant/trainer should cover the following topics throughout the 5 training days:

Definition of Sexual and Gender-Based Violence
• Understanding Sexual and Gender-Based Violence and different types of violence
• Obstacles women face to access SGBV services (psycho-social, legal, etc.)
Legal Framework
• Community on Sexual and Gender-Based Violence
• Overview of different international instruments that combat violence against women like CEDAW, UNSCR 1325 Beijing 25, human rights etc
• Connection of domestic Palestinian laws with the international different instruments and implications they have on legal reality of Palestinian women
Survivor Centred Approach
• Survivor-Centred Approach in Addressing Sexual and Gender-Based Violence
• Understanding survivors Rights according to the International Human Rights, Women Rights and the Palestinian Law
The Reporting Mechanism and Referral Pathway
• Reporting Mechanism
• Safeguarding and PSEA (Prevention of Sexual Exploitation and Abuse)
• Prevention Strategies and Safe Spaces
Communication with SGBV Survivors
• Safeguarding and PSEA (Prevention of Sexual Exploitation and Abuse)
• Effective Communication for Women Activists
• Communication with GBV Survivor
• Defining the importance of Women Activists Role in the Community on Sexual and Gender-Based Violence

Targeted group:
15 groups of women the following targeted areas:
- Nablus Governorate: Balata Refugee Camp, New and Old Askar Refugee Camps, Al-Ein Refugee Camp, the Old City of Nablus.
- Villages in area “C” in the Northern Valley: Tana, Froush Beit Dajan, Kardala, Bardala & Ein Al-Beida.

The services are expected to be carried out from November 2021 – February2022
Expected results from the Concepts of Protection Training:
Deliverables:
- The consultant/trainer is expected to deliver the following outputs:
1. Build the capacity of women on SGBV related international and national laws to advance justice for vulnerable groups.
2. Increase women understanding of their role and responsibilities in supporting vulnerable SGBV survivors.
3. Enhance women knowledge on the approaches to prevent and respond to violence against women.

- The consultant/trainer should prepare the following materials 5 days in advance, and submit them to Witness Center;
1. Training material.
2. Training presentation.
3. Attendance sheet for each training day that include; trainee name, age, contact number & e-mail, training location.
4. Pre and post questionnaires that assess the trainees’ knowledge of the topic covered in the training. The form should include a question that show who filled the answers (male/female), the area, name of CBO, and the age of participant.
5. Pre and posts answer keys.
6. List of materials and equipment needed for the training.

- The consultant/trainer should score the questionnaire (pre and post) and submit the results in the summary training report that s/he has to submit to Witness Center.
- The consultant/trainer should submit the hard copies of the pre and posts, raw data, questionnaire answer keys, the analysis of the tests results to Witness Center.
- The consultant/trainer should submit the final training report maximum after one week of conducting the training to Witness Center including his/her recommendations regarding the trainees’ future plan, suggestions, and any other general recommendations. The report must be written in English.
Required Skills:
- Experience (minimum 5 years of experience) in case management and referrals
- Experience in advocacy, Palestinian law, international law and legal frameworks related to GBV
- Experience in the field of protection, GBV.
- Experience in the field of gender.
- Experience and knowledge of the National Referral System and its mechanism.
- Experience in building capacities and leadership skills.
- Knowledge of women rights and how they apply in terms of the Palestinian context.
- Knowledge of Safeguarding and No Harm Approach.
- At least, three years of proven training experience targeting communities, youth and women in a relevant field;
- Excellent in English, writing and reporting skills.
- Excellent communication, facilitation and interpersonal skills.
Technical and Financial Proposals
• TECHNICAL PROPOSAL
The Technical Proposal should include the following:
1. Technical offer:
a. The contractor’s legal name and official registration documents,
b. The contractor’s technical work history in accordance with the requested areas of expertise,
c. The implementing team members, their appointed roles and responsibilities, and their resumes (with references) illustrating the related experiences in response to the requested qualifications,
d. Implementation work plan,
e. Description of the approach, methodology applied and short assignment analysis.
f. Full names, positions, and dates of birth for the contractor’s key staff and if applicable, for any subcontract related to this assignment.

2. An outline of no more than 6 pages of the proposed process and key considerations including:
a. Key considerations
b. Proposed outline methodology
c. Proposed action day outline.
d. The financial offer should also include:
• FINANCIAL PROPOSAL
The Financial proposal should contain the following information:
1. Prices are valid for 60 days
2. The submitted offers currency should be in Euros excluding VAT. The tendered should be able to issue Payment request in addition to valid deduction at source certificate and zero vat invoice or Witness Center will deduct a percentage (%10) of the final payment according to Palestinian Taxation department & laws.
3. Prices include all types of expenses such as transportations, per –diem, calls, accommodation…etc.

Evaluation of Quotations
Submitted offers will be evaluated based on technical and financial proposals. Technical will be given 70% while financial offers will be given (30%). Technical offers will be evaluated according to the following: (1) profile of similar assignments (experience) (20%), (2) CVs and certificates (10%), (3) description of work and methodology and approach (20%), (4) action plan and timeframe (10%), and (5) at least three references for similar services for the last three years (10%).
The remuneration is to be paid after the completion of the training course.
Acceptance: Award of a proposal does not imply acceptance of its terms and conditions. Witness Center reserves the option to negotiate on the final terms and conditions.
