                                                  “Strengthening UPA’s M&E Systems,
                                        Data Management, and Organizational Learning”

United Palestinian Appeal, Inc. (UPA), a 501(c) (3) New York-registered non-profit organization,
with headquarters in Washington, DC. Established in 1978 by Palestinian-American
professionals, UPA was conceived as a non-political, non-sectarian organization that would help
Palestinians meet their relief and development needs.


UPA empowers Palestinians to improve their lives and communities through socially responsible
and sustainable programs in health, education, and community and economic development. In
order to reach its objectives, UPA intends to enhance accountability, learning, and strategic impact
measurement, thus it seeks to develop a robust Monitoring & Evaluation (M&E) framework and a
comprehensive, integrated Management Information System (MIS). This system will standardize
data collection, aggregation, analysis, and reporting across all humanitarian and development
interventions. The MIS will directly support UPA's strategic plan reporting and ensure harmonized,
real-time tracking of project processes, outputs, outcomes, and impact. The primary objective of
this project is to support UPA in enhancing its monitoring and evaluation systems and practices,
ensuring the generation of evidence-based feedback to inform program planning and policy
formulation across its targeted areas in Palestine, Jordan, and Lebanon.


Therefore, UPA would like to invite eligible, qualified and registered companies/ organizations
who work in this field and have prior experience to participate in this tender.

Interested organizations are encouraged to send their:
- Technical offer: including the overall response and updated resume of technical team,
including references and examples of similar projects and the date of the last training.
